The new urban area project, Thinh Hung 1 and Thinh Hung 2 ecological urban area, located in Thinh Hung commune, Yen Binh district, is invested by the joint venture of Ha Long Production Development Investment Company Limited and Foodinco Quy Nhon Joint Stock Company.
In particular, the New Urban Area Project, Thinh Hung 1 Eco-Urban Area with an area of nearly 48.7 hectares. As of May 13, the surveying consultancy unit has completed the public disclosure of the measurement map and is actively coordinating with households to sign the land plot boundary description and measurement results. At the same time, it is propagating, mobilizing and collecting related documents.
Specifically, Dao Kieu 1 village has completed with 27/27 households signing confirmation, however, in Hop Nhat village, only 33/70 households have done this. Currently, the consulting unit has completed and arranged the map to submit to the Provincial Land Fund Development Center and Yen Bai Provincial Land Registration Office for appraisal, expected to be completed on May 19, 2025.
New Urban Area Project, Thinh Hung 2 Eco-Urban Area with a total area of nearly 46 hectares. On April 29, 2025, the Provincial Land Registration Office signed the land recovery map of 18 households and organizations. On May 8, the Compensation, Support and Resettlement Council of Yen Binh district issued Official Letter No. 75 and attached documents requesting the People's Committee of Yen Binh district to issue a land recovery notice for 16 households and 2 organizations. By May 13, the People's Committee of Yen Binh district had issued a land recovery notice to implement this Project. The counting and measurement work is expected to be completed on May 30, 2025.
At the meeting, relevant units pointed out difficulties and obstacles in the implementation of the two projects, especially in site clearance and measurement work due to inaccurate information in the land plot records, and made recommendations and proposals to urgently resolve the problems being encountered.
Concluding the meeting, Mr. Nguyen The Phuoc - Standing Vice Chairman of the Provincial People's Committee acknowledged and agreed with the contents and proposals of the investor. The provincial departments and branches will coordinate well with the investor during the implementation process to ensure the progress of the 2 projects. After answering questions related to legal issues, Mr. Nguyen The Phuoc - Standing Vice Chairman of the Provincial People's Committee requested the investor to strictly control the personnel and work of the measuring unit and make land acquisition maps.
Regarding the resettlement of households whose land must be recovered in the two projects, relevant units must ensure adequate infrastructure for the people and promptly report to the Provincial People's Committee; Yen Binh District People's Committee must review all land in the area managed by the district so that people can choose resettlement. Standing Vice Chairman of the Provincial People's Committee Nguyen The Phuoc also assigned specific time and tasks to each relevant unit for each item of the two projects and requested a report to the Provincial People's Committee as soon as possible./.
