Accordingly, the foreign language proficiency framework for Vietnam is expected to include a total of 7 levels instead of only 6 levels as at present.
The Ministry of Education and Training added 1 level, pre-level 1, equivalent to pre-A1 level of the Common European Framework of Reference (CEFR). The remaining 6 levels keep the same structure, equivalent to levels from A1 to C2.
The addition of level 1 in the new draft aims to specify and evaluate even elementary level learners. This promptly meets the needs and trends of foreign language teaching for preschool and primary school age in Vietnam today.
Vietnam's foreign language proficiency framework is updated according to the criteria and content of CEFR in 2020, contributing to ensuring compatibility with language education standards that are widely used globally.
The new Circular will also be the basis for recognizing foreign language proficiency certificate levels equivalent to those in the Vietnamese foreign language proficiency framework, serving the recruitment and training of university education levels.
It is expected that the Circular promulgating the Foreign Language Competency Framework for Vietnam will officially replace Circular 01 issued in 2014, taking effect from January 1, 2027.
