Advise and issue many important resolutions, decrees, directives and circulars

At the Conference, Minister of Planning and Investment Nguyen Chi Dung expressed his joy and excitement when the socio -economic situation in the first 6 months of 2024 achieved many important, quite comprehensive and very encouraging results, completing and exceeding expectations of many targets and tasks.

"This was achieved thanks to the outstanding efforts of all levels, sectors, and localities, especially the planning, investment, and statistics sectors, who have resolutely, synchronously, effectively, and focusedly implemented many tasks and solutions. The results achieved have given us more confidence, new expectations, and motivation to strive to exceed the 2024 target set by the National Assembly , especially in terms of economic growth," said the Minister.

Accordingly, in the first 6 months of 2024, the Ministry of Planning and Investment said that the Ministry has advised competent authorities to issue or issue under its authority: 4 Resolutions of the National Assembly, 4 Decrees of the Government (currently submitting 7 Decrees awaiting issuance), 4 Resolutions of the Government, 1 Directive of the Prime Minister, 9 Circulars of the Minister. The Ministry of Planning and Investment acts as the standing agency or plays the role of chairing and synthesizing the Inter-Ministerial Working Group on coordination in macroeconomic management and operation, the Working Group on removing difficulties in investment and business, 6 working groups to urge disbursement, 26 working groups of Government members on the situation of production and business, public investment, infrastructure construction and import and export in the area, 7 Regional Coordination Councils and many other Steering Committees.

The Ministry of Planning and Investment also acts as the permanent member of the Appraisal Council and has organized the appraisal of National Target Programs and National Important Projects; completed 45 major projects and reports in the field of state management of the Ministry of Planning and Investment...

7 key tasks and solutions in the second half of 2024

Contributing to realizing the country's growth and development goals in 2024 and the coming time, the Ministry of Planning and Investment will focus on the following key tasks and solutions in the last 6 months of the year.

One, continue to direct and operate resolutely to complete projects and tasks assigned by the Government and Prime Minister.

Two, promote administrative procedure reform.

Third, continue to review policy mechanisms to promptly adjust and handle practical issues arising in public investment management.

Fourth, perform well the role as the standing body of the Editorial Team assisting the Economic - Social Subcommittee of the 14th Party Congress to develop the 5-year Report on the implementation of the 10-year Socio-Economic Development Strategy (2021 - 2030), the 5-year Socio-Economic Development Plan for the period 2026 - 2030 to submit to the 14th Party Congress.

Year, implement on schedule and ensure quality for assigned projects and tasks. In particular, focus on a number of key projects and tasks such as researching and amending the Law on Public Investment. Submit to the Government for promulgation of Decrees: Decree on establishment, management and use of Investment Support Fund; Decree amending and supplementing a number of articles of Decree No. 38/2018/ND-CP on investment in innovative startups...

Proposing amendments and supplements to the Law on Enterprises to continue improving the investment and business environment, while ensuring state management of enterprises. Deploying the development of the 5-year socio-economic development plan 2026 - 2030, the medium-term public investment plan 2026 - 2030. Summarizing the implementation of pilot mechanisms and policies specific to a number of localities, Resolution No. 106/2023/QH15, on that basis, reporting to the Government for submission to competent authorities for consideration and permission to expand the scope and subjects of application. Developing and submitting to the Prime Minister for approval the Plan to implement the planning of 5 regions of the Northern Midlands and Mountains, the North Central and Central Coast, the Central Highlands, the Red River Delta, and the Southeast. Advising the Prime Minister to organize the National Forum on Green Transformation...

Sixth, closely coordinate with ministries and agencies to review legal regulations on mobilization, management and use of ODA capital and foreign preferential loans to clarify difficulties and obstacles and propose solutions to remove bottlenecks in the implementation of mobilization, management and use of this capital source. Study and amend Decree No. 20/2023/ND-CP and Decree No. 114/2021/ND-CP.

Seven, continue to investigate, synthesize and provide timely and accurate statistical information to serve the leadership, direction and administration of the Party, State and Government.
