This is the fourth consecutive time that the Ministry of Information and Communications has assessed the level of digital transformation of ministries, branches and localities. Accordingly, in the group of 17 ministries and branches with public services, the Ministry of Planning and Investment ranked No. 1. This is the second consecutive year that this Ministry has led the digital transformation ranking of ministries and branches providing public services. The next four positions belong to the Ministry of Finance , the State Bank, the Ministry of Natural Resources and Environment, and the Ministry of Information and Communications.
In the group of 8 ministries and branches without public services, the top 5 positions belong to: Vietnam Academy of Science and Technology, State Capital Management Committee at Enterprises, Vietnam Television, Vietnam News Agency and Ethnic Committee.
For the local block, the top 10 provinces and cities in DTI 2023 include: Da Nang, Ho Chi Minh City, Thua Thien Hue, Lang Son, Can Tho, Hanoi, Binh Duong, Hai Phong, Bac Giang and Ba Ria-Vung Tau. Of which, 7 provinces and cities maintained the top 10 from last year.
The average DTI value in 2023 (abbreviated as DTI value 2023) of ministries providing public services (DVC) is 0.6355 ; the DTI value 2023 of ministries not providing DVVC is 0.4347 ; the DTI value 2023 of provincial level is 0.6783 . Compared to 2022, the DTI value of all 3 blocks has grown, in which the ministry block not providing DVVC has grown the most ( increased by 34.5% ), followed by the provincial block (increased by 17.2% ), the ministry block providing DVVC has grown the least ( increased by 13.9% ).
100% of ministries and provinces have DTI values in 2023 higher than in 2022. 84/88 ministries and provinces (including 21 ministries and 63 provinces) participating in the assessment have DTI values in 2023 reaching 0.5 or higher, accounting for 95.5% (2022: 73.9% ; 2021: 13.48% ); there are still 04 ministries and provinces (accounting for 4.5% ) with values below 0.5. The highest DTI value in 2023 is 0.8372 2; The lowest DTI value in 2023 is 0.2473 3.
This result reflects that the digital transformation process of ministries, branches and localities in 2023 has been taking place strongly but mostly at a fairly good level ( 0.5-0.75 ). Ministries, branches and localities need to continue to promote digital transformation in the direction of bringing about substantial and sustainable results, prioritizing resources to achieve important targets in the National Programs and Strategies on the development of digital government, digital economy and digital society.
According to the report of the Ministry of Information and Communications, the national DTI value is 0.7326 , a 3% increase compared to 2022 ( 0.7111) , and a 50.8% increase compared to 2020 (0.4858). The national DTI value in 2023 has a slower growth compared to previous years due to the high value of the component indicators.
Regarding the provincial DTI 2023, the index values of all three pillars of provincial digital transformation have grown: Digital Government Index has a value of 0.7240 , growing by 11.9% (2022: 0.6467); Digital Economy Index has a value of 0.6817 , growing by 6.6% (2022: 0.6395); Digital Society Index has a value of 0.6783 , growing by 18.2% (2022: 0.5739).
All three pillars of the provincial DTI 2023 have values from 0.5-0.75 , in which Digital Government still has the highest value, Digital Society has the lowest. In terms of growth, compared to 2022, Digital Society has a faster growth rate than Digital Government and Digital Economy. This shows that in 2023, people's activities in the digital environment have been promoted and contributed to creating value for society.
Regarding the key indicators of 2023, Digital Awareness and Digital Institutions are the indicators with the highest values, respectively, showing that ministries, branches and localities continue to promote awareness transformation and institutional creation as an important premise for the digital transformation process, especially in the provincial sector. The Provincial Digital Awareness Index is 0.9226 (up 4% compared to 2022), the ministry block with public services is 0.7966 (up 4.9% compared to 2022), the ministry block without public services is 0.5867 (up 0.4% compared to 2022); The Provincial Digital Institution Index is 0.8349 (11.9% growth compared to 2022), the number of ministries with public services is 0.6882 (10.9% growth compared to 2022), the number of ministries without public services is 0.4097 (22.9% growth compared to 2022).
The key indicator with the lowest value in the 2023 provincial DTI is Digital Social Activities (0.4181) and is also the only key indicator with a value below 0.5. This shows that although state agencies made efforts to bring people to the digital environment in 2023, they still need to continue promoting digital social activities in the following years.
The key indicator with the lowest value in DTI 2023 for ministries with DVC is Network Information Security (0.5653). The key indicator with the lowest value in DTI 2023 for ministries without DVC is Digital Transformation Activities (0.3529).
The value of the Cyber Security Index has grown significantly compared to 2022. This index at the provincial level reached 0.6657 (39.8% growth compared to 2022), the ministerial block providing public services reached 0.5653 (52.7% growth compared to 2022), the ministerial block not providing public services reached 0.3861 (61.4% growth). However, ensuring cyber security must continue to be promoted to facilitate digital transformation at all levels in the coming time.
