AI application is a common trend
The AI application training conference aims to equip cadres, civil servants and public employees in the city with basic knowledge and practical tools on AI; at the same time, it is also one of the activities responding to the "Digital Education for All" movement according to Plan No. 01-KH/BCĐ of the Steering Committee of Can Tho City on science and technology development, innovation and digital transformation (CĐS) on implementing the "Digital Education for All" movement in the city. At the conference, leaders of the city's Department of Science and Technology, experts of the GenAl Fund Investment Fund disseminated the orientation of development and application of artificial intelligence in Can Tho City until 2030; introduced the artificial intelligence platform and application in public administration; exploited smart AI - work efficiency and data security.
According to the Department of Science and Technology of Can Tho City, AI is a key, breakthrough technology that has a profound impact on all areas of global political , economic and social life; developed countries are considering AI as a strategic tool to innovate governance models based on data and knowledge. It is expected that by 2030, AI will contribute 15,700 billion USD, equivalent to about 14% of GDP to the global economy. For Vietnam, the goal by 2030 is to be in the top 4 countries with leading AI development in Southeast Asia and the top 50 globally; own 10 famous AI brands in the region, 3 national data centers with 50 open data sets, 2 national innovation centers and 10 AI research institutes with at least 1 institute ranked in the top 20 of ASEAN; apply AI in digital government services and administrative processes in key cities...
Can Tho City aims to develop and apply artificial intelligence in Can Tho City by 2030 with the goal of 100% of online public services using AI; 100% of cadres, civil servants and public employees using virtual assistants to support public service performance; each agency, organization and enterprise using at least 1 AI application; each citizen can apply and enjoy the benefits of AI; 100% of city and commune-level state agencies provide open data; build a City Data Center to ensure meeting the needs of AI research, development and application; form at least 5 AI startups... In addition, Can Tho City has also developed and issued many policies to develop and apply AI in the area.

In addition, Can Tho City also ensures infrastructure and data for AI development and application such as upgrading information technology infrastructure, data centers to ensure high-performance computing for research, development and application of AI; departments, branches and localities build and share data for research, development and application of AI; integrate and standardize data on data warehouses to provide open data through the open data portal; ensure information security during the process of developing and applying AI. Develop AI applications in a number of priority areas such as public administration; healthcare; education, employment; agriculture and environment; urban transport; tourism; security and order; support businesses in applying AI. In particular, the public administration sector focuses on developing virtual assistants to support people (look up procedures, submit documents online and monitor processing progress; listen to people's opinions); Applying AI to analyze big data to forecast and support city leaders in making accurate and timely decisions based on data; applying AI to look up, process, and review legal documents; applying AI in drafting documents and reports.
According to GenAl Fund investment experts, AI is the ability of machines to perform tasks that inherently require human intelligence such as speech recognition, text generation or decision making. Essential resources for AI include: high-quality data (AI is only good when the data it is trained on is of high quality); computing power (infrastructure and hardware); AI models and algorithms; infrastructure and deployment (AI must be deployed effectively through scalable infrastructure, AI on the cloud and AI on-premises, AI in production to serve the model); talent and expertise (AI needs data scientists, engineers, field experts and AI ethics experts). Experts also introduced AI in public administration practice - smart public service AI to city officials, civil servants and public employees including: filtering text documents; checking document validity; AI summarizing and processing documents; AI assistant for public administration to support people 24/7; AI dubbing videos; AI supporting slides; AI supporting translation…
Accelerating AI Applications
Mr. Nguyen Tuan Anh, Deputy Secretary of the City Party Committee, Head of the National Assembly Delegation of Can Tho City, emphasized: In recent times, Can Tho City has made many efforts in developing science, technology, innovation and digital transformation. Specifically, the city has issued many important resolutions, programs and plans to concretize Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation. Since then, the city's information technology infrastructure, databases and online public services have been upgraded synchronously, information security has been ensured, and the city's digital transformation index has been continuously improved. With artificial intelligence having a profound impact on social life, Can Tho City needs to build a long-term strategy, invest in digital infrastructure, train AI human resources, and develop an innovation ecosystem to become a center of science and technology, a driving force for development in the Mekong Delta region and contribute to affirming its position on the digital map of the country.
Mr. Nguyen Van Khoi, Vice Chairman of Can Tho City People's Committee, said: From July 1, 2025, the 2-level local government model will officially operate, marking a turning point in administrative reform in Vietnam. With a series of state management tasks being decentralized, delegated and assigned authority to the commune and ward levels - the places closest to the people and businesses, the pressure to handle work at the grassroots level will increase significantly, from handling administrative procedures to implementing social security policies and monitoring data in real time. In this context, AI has emerged as an essential tool, helping officials and civil servants optimize efficiency and improve service quality.
"AI is no longer a distant concept, but has become a powerful tool, bringing about breakthrough changes, improving operational efficiency in the state administrative apparatus. In administrative management, AI has great potential to help optimize processes, shorten processing time, minimize paperwork, and bring more convenience to people and businesses. At the same time, it improves the quality of public services, provides accurate and timely information, supports data-based decision-making, towards transparency and fairness; analyzes big data, helps state agencies better understand people's needs, forecast trends and make more effective policies," said Mr. Nguyen Van Khoi.
Mr. Nguyen Van Khoi requested that each cadre, civil servant and public employee of the city continue to research, practice and apply AI tools in their daily work. Agencies, units and localities proactively develop AI application plans suitable to the specific fields and sectors they are in charge of; encourage initiatives and pilot effective models. The Department of Science and Technology continues to advise the City People's Committee on perfecting mechanisms, policies and digital infrastructure, aiming to expand AI applications in essential sectors and fields, especially in governance, administrative reform, and improving service efficiency for people and businesses. Thereby, gradually turning Can Tho City into a smart, modern, dynamic, creative and sustainably developed urban area.
