Ministry of Science and Technology prepares to submit 4 new bills in September

Accordingly, 04 projects were submitted including the Law on High Technology (amended); Law amending and supplementing a number of articles of the Law on Technology Transfer; Law amending and supplementing a number of articles of the Law on Intellectual Property; Law on Digital Transformation.

The goal of the Ministry of Science and Technology is to ensure progress in submitting these draft laws to the National Assembly for consideration and approval at the 10th Session of the 15th National Assembly.

This activity is a continuation of the Ministry of Science and Technology's efforts to build positive legal policies in August 2025. Previously, the Ministry advised and submitted to the Government and the Prime Minister to issue many important documents, including 04 Resolutions, 01 Decree, 03 Circulars and 02 Decisions.

In addition to focusing on 4 Law projects, in September, the Ministry of Science and Technology will also carry out many other important tasks. The Ministry will develop and complete 16 draft Decrees to submit to the Government to guide the implementation of 05 Laws recently passed by the National Assembly at the 9th Session.

At the same time, the Ministry will submit to the Prime Minister drafts of important documents such as the Decision to amend and supplement the National Postal Code for wards, communes and equivalent administrative units when implementing the arrangement of administrative units according to the Resolution of the National Assembly; the National Digital Architecture Framework, ensuring connection, synchronization and interoperability between agencies; the Decision to amend, supplement and update the National Strategy on research, development and application of artificial intelligence to 2030; the Decision to promulgate the Digital Government Development Program.

In addition, the Ministry will also develop two major projects: Reviewing and adjusting the Planning of public science and technology organizations, organizing assessments, merging and dissolving ineffective public science and technology organizations to focus on key investment for strong organizations, closely combining research, application and training and Development, employing talents, high-quality human resources, leading experts to serve the development of science and technology, innovation and national digital transformation to implement the National Strategy on attracting and employing talents by 2030, with a vision to 2050.
