The Ministry of Science and Technology guides the construction of a digital architecture framework at the ministerial and provincial levels.

On October 27, 2025, the Ministry of Science and Technology issued Document No. 2943/CĐSQG-CNCPS guiding the development of the Digital Architecture Framework Outline at the ministerial and provincial levels according to the National Digital Architecture Framework. This document is considered a guideline to help ministries, branches and localities implement digital transformation in a unified and synchronous manner, contributing to the development of digital government, digital economy and digital society nationwide.

Digital Architecture Framework – The Foundation for Local Digital Transformation

According to the guidance, the Provincial Digital Architecture Framework is an important tool to help localities orient the overall construction and development of digital infrastructure, digital data and digital applications.

The construction and updating of the Digital Architecture Framework aims to ensure consistency with the National Digital Architecture Framework, while also being consistent with the socio -economic development strategy of each province and city.

The provincial digital architecture framework includes many key contents such as defining goals, scope of application, principles, vision, development plans and digital transformation orientation of the locality.

In particular, localities need to clearly describe the current status of digital infrastructure, data, core platforms, shared applications and network security, thereby proposing a target architectural framework, demonstrating inheritance, interconnectivity and resource optimization.

Applying new technology, ensuring network security and digital sovereignty

A highlight in the Ministry's guidance is the requirement for localities to promote the application of new digital technologies such as artificial intelligence (AI), big data analysis, and cloud computing, contributing to improving the efficiency of management and provision of public services.

When building a database, agencies and organizations must comply with the principles of "correct, sufficient, clean, alive, unified, and shared", and at the same time register, publish, and comply with national API standards through the V-APEX Platform, ensuring interconnection and unified connection nationwide.

The Ministry also requires local information systems and databases to use the National Data Center and the National Cyber ​​Defense Platform to ensure cybersecurity and protect digital sovereignty.

Interaction channels between the government and people and businesses are unified through the National Public Service Portal (on the web) and the VNeID application (on mobile), helping people access public services quickly, safely and conveniently.

Analyze gaps, build roadmaps and secure resources

As required, localities need to analyze the gap between current architecture and target architecture, thereby building a specific implementation roadmap for each phase.

The list of tasks, presiding agencies, coordinating agencies, and solutions regarding human resources, mechanisms, and finance must all be clearly defined and consistent with the national digital transformation plan.

The Ministry of Science and Technology also emphasized the requirement to maintain and regularly update the Provincial Digital Architecture Framework, ensuring continuity and inheritance between versions.

Documents are presented in standard format (.doc/.docx), with indexed tables, diagrams, and tables, using popular tools such as Visio, UML, and BPMN to present business processes and data models in a visual and unified manner.

Towards a modern, unified and effective digital government

The issuance of this guideline helps ministries, branches and localities have a unified basis in building the Digital Architecture Framework, avoiding duplicate investment and wasting resources.

At the same time, the document also contributes to promoting connection, data sharing, and effective exploitation of digital platforms and shared information systems that have been deployed at the national level.

With unified direction from the central government and efforts from localities, the Provincial Digital Architecture Framework will become a solid foundation for the comprehensive digital transformation process, towards building a modern, transparent digital government, serving people and businesses more effectively./.
