Dak Lak aims to make science, technology and innovation the driving force for economic development.

The People's Committee of Dak Lak province has just issued Plan No. 092/KH-UBND on science, technology (S&T) development and innovation (I&T) for the period 2026-2030. This is a guiding document to make S&T and I&T one of the main pillars to promote sustainable socio-economic growth, improve productivity, quality, competitiveness and adaptability to climate change.

Accordingly, the province aims to have the total factor productivity (TFP) contribute 42% or more to GRDP by 2030, the digital economy account for 30%, science and technology and innovation contribute 4-5% to GRDP growth. At the same time, the province aims to develop at least 25 science and technology enterprises, 20 innovation enterprises and support technological innovation for 500 enterprises.

The plan also establishes the principle of putting enterprises at the center, the State creating, and academia accompanying, with clear priority directions: developing high-tech agriculture , processing industry, renewable energy, digital technology, smart cities, and smart tourism. Activities will be linked to preferential mechanisms on finance, credit, land, and intellectual property. The organization and implementation must be synchronized with the Resolutions and major development programs of the Central Government, ensuring close coordination between departments, branches, localities and enterprises.

To realize the goal, Dak Lak has proposed 6 groups of key tasks and solutions. First is to raise social awareness through policy communication on the role of science and technology and innovation. Second is to perfect the policy mechanism, especially in encouraging businesses to invest in technological innovation, develop intellectual property and build brands. Third is to organize science and technology programs associated with priority areas such as education , smart agriculture, climate change, pharmaceutical biotechnology, and genetic resource conservation.

In particular, the province will strongly support businesses in applying, transferring and innovating technology, and at the same time building a creative startup ecosystem through the establishment of the Center for Innovation, the Center for Startup Support, organizing forums, seminars, and researching the establishment of a Creative Startup Fund. The province also aims to strengthen the science and technology potential of public units, invest in technology infrastructure and a modern science and technology statistics system. At the same time, international cooperation will be promoted to attract resources, transfer technology and share knowledge from outside.

The funding source for the plan implementation is guaranteed from the state budget, combined with socialized capital, with an estimated annual expenditure of about 1 - 1.5% of the total budget expenditure for this field. Departments, branches, sectors and localities are responsible for coordinating implementation according to their functions, with the Department of Science and Technology as the focal agency advising the Provincial People's Committee on comprehensive coordination.

The Science and Technology Development Plan for the period 2026-2030 of Dak Lak province demonstrates strong political determination, long-term vision and thorough preparation to keep up with the new development trends of the times. In the context of digital transformation, green transformation and knowledge economy becoming global driving forces, Dak Lak is gradually affirming its role as a locality with potential and ready to make breakthroughs with internal scientific and innovation strength./.
