Discussing the draft Law on Population, delegate Le Dao An Xuan - Deputy Head of the Provincial National Assembly Delegation highly appreciated this draft when it proposed a law to replace the 2003 Population Ordinance, and at the same time, there was an important shift in focus from family planning to population and development. Discussing the content of communication, advocacy and education on population, the delegate suggested adding content on sex education for minors. According to the delegate, this is a very important issue but in practice, implementation still faces many difficulties, so it is necessary to consider sex education as the core content in population work.
Regarding the issue of maintaining replacement fertility, the delegate said that the current draft only proposes to increase maternity leave for women giving birth to a second child. Therefore, the policy should be extended to the third child and beyond, because the need for rest and health recovery of women when giving birth to the next child is even higher. At the same time, this policy should also be applied to men and amended in Article 139 of the Labor Code and Article 53 of the Social Insurance Law to ensure consistency.

Regarding the preferential policy for buying and renting social housing, delegates suggested clarifying the concept of “women who give birth to two children” to avoid misunderstandings between single women and households. For men, it is necessary to expand the beneficiaries of this policy, not only limited to those with two biological children but also including those who adopt children, because the number is not large, so it is difficult to take advantage of the policy.
In addition, to encourage birth rates, it is necessary to supplement preferential policies on family deductions in personal income tax, increase the deduction for the third child, and develop a system of postnatal care services and public and private childcare services to reduce the burden on families.
Regarding policies to adapt to population aging, delegates suggested that it is necessary to add regulations to encourage employment for the elderly, because this is a source of experienced human resources, capable of continuing to contribute to society, while helping them maintain their health and spirit. In addition, it is necessary to focus on socializing elderly care services, supplementing financial resources outside the budget to meet the growing demand.
Regarding the draft Law on Disease Prevention, delegate Le Dao An Xuan agreed with the orientation of "early care, from a distance, from birth", but emphasized the need to pay more attention to school health. The delegate said that currently, this work still has many shortcomings, especially psychological and gender counseling for students; the school health staff lack regular training. Therefore, it is recommended to supplement regulations on training and capacity building for this force.
Regarding regulations on the use of vaccines and biological products, delegates said that the State's responsibility does not stop at ensuring funding but also has to check and evaluate the quality and suitability of vaccines, and publicize the ingredients and effects before widespread vaccination. At the same time, the draft needs to clarify the compensation mechanism when incidents occur and have detailed regulations to be feasible in practice, thereby creating trust among people with compulsory vaccination programs.

Discussing and giving comments on the draft Law on Press (amended), delegate Do Chi Nghia - full-time member of the National Assembly's Committee on Culture and Society (National Assembly Delegation of Dak Lak province) emphasized that the press is a vanguard force on the ideological front, but in the context of the explosion of social networks, the press is facing many difficulties and challenges, especially in terms of revenue and ability to reach the public. Besides, there is still the phenomenon of "newspaperization" of magazines, as well as negativity and harassment causing outrage in society. Delegates hope that the amendment and promulgation of the Law on Press this time will continue to affirm the important role of the press, while contributing to solving the difficulties and problems that are arising.
Regarding specific contents, in Article 3 of the draft law, delegates suggested that it is necessary to study and adjust concepts such as "spoken press" and "visual press" to ensure better suitability with reality. Regarding Article 11, the draft stipulates that the Provincial People's Committee shall perform state management of the press for local press agencies; representative offices, resident reporters of press agencies operating in the area and "other activities as prescribed", delegates said that assigning the Provincial People's Committee to directly manage press agencies, representative offices and resident reporters is a positive provision, helping to strengthen management and limit negativity. However, the phrase "other activities as prescribed" is too general, so it should be specifically regulated to ensure clarity and convenience in implementation.
Regarding the issuance, exchange, and revocation of press cards (Article 29), the draft currently stipulates that first-time applicants must attend a training course in journalism and professional ethics organized by the Ministry of Culture, Sports, and Tourism in coordination with the Vietnam Journalists Association. Delegates suggested that it is necessary to exclude those who already have a bachelor's degree in journalism or higher, because the journalism bachelor's training program already includes courses on ethics, law, and journalism skills. If this group of people continues to be required to attend the training course, it will not be really necessary. At the same time, it is also necessary to consider a strict regulation that this training course is only organized by the Ministry of Culture, Sports, and Tourism in coordination with the Vietnam Journalists Association, because this could limit flexibility in organization and implementation...

Discussing the draft Bankruptcy Law (amended), delegate Duong Binh Phu - National Assembly Delegation of Dak Lak province expressed his high agreement with the policy of amending the Bankruptcy Law 2014, and at the same time gave comments on the content related to the time to implement the business recovery plan, the delegate proposed: When the implementation period according to the resolution of the creditors' meeting expires and the enterprise still needs more time to recover, the court can consider extending it based on the proposal of the administrator and the consent of the creditors. However, it is necessary to clearly stipulate the time limit to avoid the situation of taking advantage of prolonging debt repayment or taking advantage of capital of other entities. In addition, it is necessary to stipulate that the creditors' meeting must clearly determine the time limit to implement the recovery plan; otherwise, the court will suspend the recovery procedure according to Clause 1, Article 37.
Regarding the draft Law on Deposit Insurance (amended), regarding the provisions on prohibited acts, delegate Duong Binh Phu proposed to add acts such as: late payment, non-payment, incorrect calculation of deposit insurance premiums; illegal use of deposit insurance funds; illegal access, exploitation, provision of databases and deposit data; collusion, cover-up, assistance to organizations and individuals violating the law on deposit insurance... These contents need to be reviewed and incorporated into specific provisions to ensure strictness when implementing...
