On November 16, 2024, Prime Minister Pham Minh Chinh signed and issued Decision No. 1403/QD-TTg on the establishment of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW dated October 25, 2017 of the 6th Central Conference, Session XII "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined, effective and efficient".

According to Decision No. 1403/QD-TTg, Prime Minister Pham Minh Chinh is the Head of the Steering Committee. Permanent Deputy Prime Minister Nguyen Hoa Binh is the Deputy Head of the Committee. Deputy Prime Minister Tran Hong Ha, Deputy Prime Minister Le Thanh Long, Deputy Prime Minister Ho Duc Phoc, Deputy Prime Ministers. Deputy Prime Minister and Minister of Foreign Affairs Bui Thanh Son is the member. Minister of Home Affairs Pham Thi Thanh Tra is the member.
In addition, the Steering Committee members include: Minister of National Defense Phan Van Rang, Minister of Public Security Luong Tam Quang, Minister and Head of the Government Office Tran Van Son, Minister of Justice Nguyen Hai Ninh.

The Ministry of Home Affairs is the standing body of the Steering Committee.
The Decision clearly identifies the Ministry of Home Affairs as the standing agency of the Steering Committee, assisting the Head of the Committee in implementing the following contents: Developing work plans and programs; synthesizing and reporting on the general activities of the Steering Committee;
Coordinate, coordinate and urge ministries, ministerial-level agencies, government agencies and relevant agencies in summarizing the implementation of Resolution No. 18-NQ/TW; review, evaluate and summarize the performance of functions, tasks, powers and organizational structure of ministries and branches from the 12th to 15th tenures of the Government and propose plans to improve the functions, tasks, powers and organizational structure of ministries and branches in the coming time; Perform a number of other tasks assigned by the Head of the Committee.
The Minister of Home Affairs decides to establish a Working Group with the Minister of Home Affairs as Head, 01 Deputy Minister of Home Affairs as Deputy Head and leaders of a number of functional departments of the Ministry of Home Affairs, the Ministry of Justice and the Government Office as members of the Working Group.
Duties and powers of the Steering Committee
The Steering Committee studies and proposes to the Prime Minister tasks and solutions to implement the following contents:
a) Summarize the implementation of Resolution No. 18-NQ/TW within the scope of the Government's management and propose tasks and solutions: (1) Innovate and rearrange the organizational model of the Government, ministries, ministerial-level agencies, and agencies under the Government to be streamlined, operate effectively and efficiently, and meet the requirements and tasks in the new period; (2) Innovate and rearrange the organizational system of state administrative agencies;
b) Develop a project to summarize 20 years of implementing the Government's organizational model and propose the organizational structure of the 16th Government (term 2026-2031).
In addition, the Steering Committee is also responsible for assisting the Prime Minister in directing and coordinating ministries, ministerial-level agencies, government agencies and relevant agencies and organizations in implementing the above contents.
Working mode of the Steering Committee
The Steering Committee operates according to the Operating Regulations issued by the Head of the Steering Committee. The Head, Deputy Head and members of the Steering Committee work part-time.
The Head, Deputy Head and members of the Steering Committee who are Deputy Prime Ministers when signing directive documents may use the seal of the Prime Minister; members of the Steering Committee when signing documents may use the seal of the ministry or branch where they work.
The operating expenses of the Steering Committee are guaranteed by the state budget, arranged in the annual state budget estimate of the Ministry of Home Affairs and other funding sources according to the provisions of law.
