Deputy Minister of Home Affairs Cao Huy has just signed a decision of the Minister of Home Affairs promulgating the Program for Practicing Thrift and Combating Waste of the Ministry of Home Affairs in 2025.

The program aims to implement synchronously and effectively solutions in the work of practicing thrift, combating waste, overcoming challenges, and striving to achieve the highest results in tasks under the state management of the Ministry of Interior.
Streamlining the administrative apparatus; urging 51 localities to reorganize at the district level.
In the decision, the Ministry of Interior requested stricter discipline and order in financial and budgetary management; enhanced management and use of public assets, ensuring compliance with standards, norms, and regulations.
In this context, the Ministry of Interior emphasized focusing on the arrangement and handling of assets, especially houses and land, in conjunction with streamlining and reorganizing the administrative apparatus.
"Complete the streamlining of the organizational structure in accordance with the objectives and requirements associated with downsizing the workforce and restructuring the staff of officials, civil servants, and public employees during the merger of the Ministry of Labour, Invalids and Social Affairs with the Ministry of Interior ," the decision stated.
The Ministry of Interior will guide ministries, sectors, and localities in implementing the plan for reorganizing the administrative apparatus of state agencies to avoid disruptions or omissions in work. Personnel reduction will be implemented in conjunction with the staffing of officials, civil servants, and public employees according to job positions.
This year, the Ministry of Interior will continue to reorganize and promote autonomy for public service units under ministries, sectors, and localities, ensuring the objectives set forth in Resolution No. 19-NQ/TW are met.
In addition, institutions and policies related to the administrative apparatus, operating mechanisms, and policies for the staff have been thoroughly reviewed, amended, and supplemented.
Policies regarding officials, civil servants, and employees during the restructuring and streamlining of administrative apparatuses and units at all levels must be implemented effectively.
Notably, the Ministry of Interior plans to guide and supervise 51 localities in implementing the reorganization of district and commune-level administrative units in the 2023-2025 period, which has been approved by the National Assembly Standing Committee.
Simultaneously, continue reviewing and proposing plans for merging district-level and commune-level administrative units that do not meet the criteria for area and population according to Resolution No. 35/2023 of the Standing Committee of the National Assembly, in order to proactively plan for restructuring in the 2023-2030 period.

Screening civil servants and public employees to streamline staffing.
In addition to the 10% savings in recurrent expenditures to fund salary reforms as stipulated, this year the Ministry of Interior aims to save an additional 10% of the increased recurrent expenditures in 2025 compared to the 2024 budget. This savings will be used to reduce the state budget deficit, fund urgent and emerging tasks, implement social welfare programs, or supplement public investment spending.
"Implement the restructuring and streamlining of the ministry's organizational structure and internal organizations (reducing the number of internal organizational units by at least 15-20%, excluding organizations subject to consolidation or merger due to overlapping functions and tasks when implementing the consolidation plan), ensuring adherence to the requirements and orientations for restructuring and streamlining the organizational structure of the Central Steering Committee," the Ministry of Interior stated.
The Ministry of Interior plans to complete the development of criteria and regulations for evaluating and reviewing civil servants and public employees under its management, ensuring a minimum reduction of 20% of civil servants and public employees receiving salaries from the state budget to reduce staffing levels according to the plan and roadmap for implementing Government Decree 178/2024 on policies and regimes for cadres, civil servants, public employees, workers and armed forces in the implementation of organizational restructuring of the political system.
Finally, the Ministry of Interior stated that it will accelerate the streamlining of personnel in conjunction with organizational restructuring and improvement of the quality of cadres, civil servants, and public employees, ensuring the goal for the 2021-2026 period of reducing at least 5% of the personnel of cadres and civil servants and at least 10% of public employees receiving salaries from the state budget. This is to comply with Conclusion No. 40-KL/TW of 2022 of the Politburo on improving the efficiency of personnel management in the political system during the 2022-2026 period.
Focus on land, investment, public finance, and public assets.
The Ministry of Interior requested the development of a plan and focused inspection of several key areas and sectors, specifically focusing on land, investment, public finance, and public assets.
For violations discovered through inspections, examinations, and audits, the head of the unit must rectify, handle, or propose and recommend to the competent authority measures for handling them. Strictly enforce legal regulations on handling violations by heads of agencies and units and individuals responsible for wastefulness.
"We will be decisive in handling the results of inspections and audits to recover as much money and assets for the State as possible that have been violated, misappropriated, misused, or wasted as discovered through inspection and audit work," the Ministry of Interior stated.
