According to current regulations, students who are allowed to skip grades or study later than the prescribed age include the following cases: early intellectual development; students who repeat a grade; students in areas with particularly difficult socio -economic conditions; students who are ethnic minorities; students with disabilities, students with physical or intellectual disabilities; orphans with no support; students from poor households; students returning from abroad and other cases as prescribed by law.
The draft revised Law on Education abolishes this regulation, instead assigning authority to the Minister of Education and Training to regulate specific cases where students are allowed to skip grades and study later than their age.
This is considered consistent with the functions and tasks of state management ofeducation .

Other regulations on levels and ages of basic general education remain the same.
Specifically, the age of students entering grade 1 is 6 years old, the age of students entering grade 6 is 11 years old, the age of students entering grade 10 is 15 years old. Age is calculated by year, not by date of birth.
General education is divided into two main stages: basic education stage and career-oriented education stage.
The basic education stage includes primary and secondary school levels. The vocational education stage is high school level. Students in vocational education institutions learn the amount of general high school knowledge.
