Soon amend Decree 24 on gold business management
Agreeing with the Government's report on supplementing the results of the implementation of the socio-economic development plan and the State budget in 2023, the implementation situation in the first months of 2024 has clarified the socio-economic picture of our country in recent times. However, delegates said that the socio-economic situation in 2023 also has limitations and shortcomings that need to be overcome. In the whole year of 2023, 5/15 targets did not meet the set targets. In particular, there are a number of important targets reflecting the quality of growth such as the growth rate of social labor productivity, the proportion of processing and manufacturing industry in GDP.
According to delegate Trinh Xuan An (Dong Nai), for many years, the target of increasing labor productivity has not met expectations. Improving and promoting labor productivity is the core issue for Vietnam's economy today, the shortest way to develop the economy quickly, sustainably, and catch up with the level of countries in the region and the world . Therefore, it is necessary to analyze and clarify the causes of limitations. From there, effective and practical solutions are proposed. The government needs to have stronger support policies on job creation and skill improvement.
Some opinions suggest that it is necessary to prioritize and concentrate all national resources on science and technology development; synchronously apply incentive and preferential mechanisms and measures to promote the key role and driving force of science and technology in socio-economic development; focus on investment in building technical infrastructure, focusing on priority and key national science and technology fields...
Regarding the problem of inadequacies in gold price management, delegate Trinh Xuan An said: Currently, domestic gold prices are much higher than world gold prices. The current gold market situation with the "one market, one market" model has created the need to amend Decree 24 of the Government on gold trading management to better suit the reality. Therefore, it is necessary to change the management method, amend Decree 24, thereby reducing gold prices, making them more in line with world gold prices.
Agreeing with the above viewpoint, Delegate Bui Xuan Thong (Dong Nai) expressed his view that gold market management still has many shortcomings, gold prices fluctuate strongly, domestic and international gold prices have a large gap, causing pressure on the foreign exchange market and exchange rates. Therefore, the Government needs to soon take measures to control inflation, stabilize exchange rates and gold prices, and prevent shocks that affect people's lives and production and business activities. In addition, there should be specific mechanisms and solutions, shortening administrative procedures for project establishment, approval, land allocation, etc. to support and encourage businesses to invest in project construction, create supply for the market and take advantage of preferential capital sources for social housing development. On the other hand, the State must promptly and effectively regulate the real estate market, especially when the market fluctuates, shows signs of speculation, fever, bubbles or freezes.
Mainstreaming gender equality in implementing 3 national target programs
Commenting on the results of implementing national gender equality targets in 2023, delegate Ly Thi Lan (Ha Giang) said: In Ha Giang province, the implementation of policies and laws on gender equality still has many limitations. For example, the work of propaganda, dissemination, education to raise awareness, policies and laws on gender equality is not extensive and regular, especially in ethnic minority areas, remote and isolated areas; the analysis, assessment of gender impacts and gender mainstreaming in the development and implementation of policies, programs and socio-economic development plans are still limited, especially the mainstreaming of gender in the implementation of national target programs.
From that reality, delegate Ly Thi Lan said that it is necessary to join hands and participate decisively and synchronously at all levels and sectors to effectively implement the goal of gender equality, contributing to promoting economic, cultural and social development. Along with that, the Government directed specialized agencies to coordinate with ministries and sectors to issue specific guidelines on integrating gender equality in strategies, programs and projects for socio-economic development in all fields, so that localities can base on the practical situation, apply and implement, especially in the implementation of 3 national target programs. On the other hand, it is necessary to continue to pay more attention to investing in infrastructure construction for ethnic minority areas, especially investing in information technology infrastructure to effectively carry out propaganda work as well as access to information for ethnic minority women.
Regarding the issue of labor and employment, delegate Nguyen Thi Nhu Y (Dong Nai) said: Currently, in Dong Nai province, many businesses are "thirsty" for labor, especially businesses in the garment and wood sectors. Because, after the Covid-19 pandemic, the number of orders of most businesses has increased, causing the demand for labor to increase dramatically. Meanwhile, there are still many unemployed people. This can be explained by the fact that unskilled workers are increasingly inclined to do freelance work, so the labor supply for the industry is becoming more and more difficult. To sustainably solve the supply and demand of labor, it is necessary to closely monitor the developments of the labor market; businesses have solutions to attract workers to return to work, limiting the occurrence of local labor shortages.
According to delegate Nguyen Thi Nhi Y, learning from the recent boiler explosion accident in Dong Nai that killed 6 people, the Government needs to have an assessment in the report on labor safety issues. At the same time, there should be fundamental solutions on this issue. In particular, it is necessary to promote inspection and examination of labor safety; strictly handle violations of labor safety laws.
At the meeting, delegates also contributed some opinions on the content of gender equality. Accordingly, it is recommended that the Government continue to improve the legal system on gender equality; strictly implement the process, procedures, content, quality of gender impact assessment and integrate gender equality issues in the development of legal documents, programs, projects. At the same time, the Government effectively implements projects, policies and solutions to reduce the rate of gender imbalance at birth. There are timely policy solutions to reduce the gender gap in the fields of population aging, digital technology, income, employment, climate change, etc.
