In which, amend and supplement Article 5 of the Steering Committee for anti-terrorism of provinces and centrally-run cities.
Specifically, the Steering Committee for Counter-Terrorism of provinces and centrally run cities is an advisory body, assisting the People's Committee and Chairman of the People's Committee of provinces and centrally run cities in organizing and directing counter-terrorism work of provinces and centrally run cities.
The Public Security of a province or centrally-run city is the standing agency of the Steering Committee for Counter-Terrorism of a province or centrally-run city; there is a staff and support unit called the Standing Office of the Steering Committee for Counter-Terrorism of a province or centrally-run city.
The composition of the Steering Committee for Counter-Terrorism of provinces and centrally-run cities includes:
Chairman of the Provincial People's Committee as Head of the Committee.
The Deputy Heads of the Committee include: Director of the Public Security Department of a province or centrally-run city (Permanent Deputy Head); Commander of the Hanoi Capital Command (for the Hanoi City Counter-Terrorism Steering Committee), Commander of the Ho Chi Minh City Command (for the Ho Chi Minh City Counter-Terrorism Steering Committee), Commander of the Military Command of a province or centrally-run city (for the Counter-Terrorism Steering Committee of another province or centrally-run city).
Members include: Deputy Director of the Provincial or Municipal Police in charge of security (Permanent member); Commander of the Border Guard Command (if any); Director of the Department of Foreign Affairs (if any); Director of the Department of Transport; Director of the Department of Information and Communications; Director of the Department of Health; Director of the Department of Finance; Director of the Department of Industry and Trade; Director of the Department of Agriculture and Rural Development; Director of the Department of Science and Technology; Director of the State Bank of Vietnam branch in the province or centrally run city; Chief Representative of the Airport Authority (if any); Director of the Airport (if any); Head of the Air Traffic Control Station (if any); Chairman of the People's Committee at the district level where there are airports, airfields and civil aviation works, equipment and facilities; other relevant members as proposed by the Head of the Steering Committee.
Supplementing the tasks and powers of the Steering Committee for Counter-Terrorism Prevention and Control of provinces and centrally-run cities
The Decree also supplements the tasks and powers of the Steering Committee for Counter-Terrorism of provinces and centrally run cities.
Specifically, the Steering Committee for Counter-Terrorism of provinces and centrally run cities is responsible for advising and assisting the People's Committees and Chairmen of the People's Committees of provinces and centrally run cities in organizing and directing activities to prevent and combat the proliferation of weapons of mass destruction in accordance with the provisions of Decree No. 81/2019/ND-CP dated November 11, 2019 of the Government on preventing and combating the proliferation of weapons of mass destruction.
Assist the People's Committee and the Chairman of the People's Committee of the province or centrally-run city in performing the task of commanding and dealing with illegal interference in civil aviation activities at places with airports, airfields and civil aviation works, equipment and facilities according to the provisions of Decree No. 92/2015/ND-CP dated October 13, 2015 of the Government on aviation security.
