The General Staff summarizes the implementation of the Law on Professional Soldiers, Workers and Defense Civil Servants in 2015

( Bqp.vn ) - On the morning of September 12, the General Staff of the Vietnam People's Army held a conference to review the implementation of the Law on Professional Soldiers (QNCN), Defense Workers and Civil Servants (CN&VCQP) in 2015. Senior Lieutenant General Phung Si Tan, Deputy Chief of the General Staff of the Vietnam People's Army, Secretary of the Party Committee of the General Staff - Ministry of National Defense chaired the conference.

Attending the conference were leaders and commanders of agencies and units under the Ministry of National Defense and the General Staff.

Colonel Vu Dinh Sac, Head of the Military Department of the General Staff, reported on the implementation of the Law on National Defense, Security and National Defense at the conference.

The central report and the opinions at the conference unanimously assessed: Immediately after the Law on National Defense Forces, Civil Servants and Public Employees was promulgated, the Party Committee of the General Staff - Ministry of National Defense and Party committees and commanders at all levels led, directed, organized the dissemination and implementation of the Law and its guiding documents to ensure consistency, unity, seriousness, specificity, and closeness to the practical situation of each agency and unit, creating a positive change in the awareness and responsibility of unit commanders and each National Defense Forces, Civil Servants and Public Employees. The provisions of the Law were strictly implemented, in accordance with principles and procedures, especially in training, fostering, arrangement and use, consideration of proposals for salary increase, type increase, group transfer, transfer out and policy work for each subject.

At the conference, with a frank and democratic spirit, delegates analyzed and clarified the advantages as well as the shortcomings, difficulties and problems arising in the implementation of the Law on National Defense, Security and Public Security; and at the same time proposed solutions to overcome them in the coming time.

In his concluding remarks at the conference, Senior Lieutenant General Phung Si Tan commended and highly appreciated the agencies and units in the General Staff for their good dissemination and implementation of the Law on National Defense, Security and Public Security.

Senior Lieutenant General Phung Si Tan emphasized that over the past 10 years, the Party Committee of the General Staff - the Ministry of National Defense, the Party committees and commanders of agencies and units have well led and directed the work of advising, researching and proposing the issuance of documents implementing the Law on National Defense, Security and Public Security Forces in accordance with their functions, tasks and authority. The Law and documents detailing and guiding its implementation into specific programs, plans, regulations and provisions for implementation, closely following the situation and tasks. The work of selecting, managing and using National Defense, Security and Public Security Forces in the army has achieved good results. The regimes and policies on salary, allowances, subsidies, salary increases, group transfers, salary scales, housing, social insurance, health insurance , nursing care, rest regimes, health care, policies for the Army's rear, and other policies when in the army and when they are no longer in active service have regularly received special attention from Party committees and commanders at all levels. Thereby contributing to stabilizing life, creating favorable conditions for the contingent of military personnel, civil servants and public employees to confidently serve long-term in the Army, contributing to building a revolutionary, disciplined, elite, and gradually modern Army.

Senior Lieutenant General Phung Si Tan awarded Certificates of Merit to collectives and individuals with outstanding achievements in implementing the Law on National Defense, Security and Public Security.

Senior Lieutenant General Phung Si Tan also said that currently, the Law on National Defense, Security and Public Security Forces is still basically suitable for reality, but there are still problems and shortcomings that are not suitable for reality such as: allowance regime, housing policy and some other regimes.

Senior Lieutenant General Phung Si Tan requested Party committees and commanders of agencies and units to continue to do a good job of disseminating, educating , propagating, and implementing the Law on National Defense, Security, and National Defense; promote the role of advisory agencies in selection, recruitment, and training; advise, recommend, and propose solutions to obstacles and shortcomings, and ensure the rights of special workers in the Army.

At the conference, the General Staff awarded Certificates of Merit and Certificates of Merit to collectives and individuals with outstanding achievements in implementing the Law on National Defense, Security and Public Security.
