
Overview of the inauguration ceremony
The Vietnamese delegation was led by General Phan Van Giang - Deputy Secretary of the Central Military Commission and Minister of National Defense ; the Cambodian delegation was led by General Tea Seiha - Deputy Prime Minister and Minister of National Defense.
Joining the delegation from Tay Ninh province/Vietnam were Secretary of the Provincial Party Committee Nguyen Van Quyet and Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee Nguyen Van Ut; from SvayRieng province/Cambodia was Mr. Peng Psa - Provincial Governor.

Ben Cau Primary School was established in the 1994-1995 school year under the name Loi Thuan A Primary School; in 2001, it was named Ben Cau Town Primary School. From July 2025, after merging with commune-level administrative units and operating a 2-level local government model, the school was renamed Ben Cau Primary School. The school was recognized as meeting National standards level 1 in 2001, meeting quality accreditation standards level 3, and is completing its efforts to be recognized as meeting National standards level 2 in 2026.
In August 2025, Ben Cau Primary School was awarded by the Ministry of National Defense of Vietnam a boarding classroom area with a scale of 01 ground floor, 03 floors including 12 rooms including 01 computer room, 01 library room, 02 teacher's lounges, 02 student lounges, 06 study rooms. The putting into operation of the boarding classroom area meets practical needs, providing a high-quality learning environment, creating the most favorable conditions for students to develop comprehensively in knowledge and skills.
At the ceremony, General Phan Van Giang and General Tea Seiha and the school's board of directors cut the ribbon to inaugurate the new boarding classrooms of Ben Cau Primary School; presented gifts and visited the school's new boarding classrooms.

Speaking at the ceremony, General Tea Seiha - Deputy Prime Minister and Minister of National Defense of Cambodia said that with the attention of the Party Committee, local authorities, departments, branches, mass organizations, and support from the Vietnamese Ministry of National Defense, the quality of teaching and learning activities at Ben Cau Primary School has been constantly improved, maintaining the number of students, high quality, creating favorable conditions for students to develop their qualities and comprehensive capacity in knowledge and other skills, contributing to the development of local education . General Tea Seiha also emphasized the long-standing and strong traditional friendship between Cambodia and Vietnam in general, the solidarity and cooperation between the two Ministries of National Defense, local authorities and people in the border areas of the two countries in particular./.
