Welcoming Minister Ahmed Dirir Hussen and his delegation to work with the Ministry of Natural Resources and Environment in the first days of 2024, Minister Dang Quoc Khanh informed the delegation as well as Minister Ahmed Dirir Hussen that the Ministry of Natural Resources and Environment has submitted a document to the Prime Minister for consideration and approval of Vietnam's policy to participate in the "Global Carbon Pricing Challenge" (GCPC) Initiative, this is the content that Minister Dang Quoc Khanh discussed at COP28 with Canadian Minister of Environment and Climate Change (ECCC) Steven Guilbeault.
Minister Dang Quoc Khanh said that this initiative is important in promoting greenhouse gas emission reduction on a global scale. Therefore, participating in the initiative will open up opportunities to access and develop domestic carbon markets, take advantage of financial and technical support sources, and share experiences to improve capacity; thereby, contributing to achieving the country's development goals; at the same time, supporting Vietnam in implementing international commitments on climate change.
Pleased with the information from the Ministry of Natural Resources and Environment, Minister Ahmed Dirir Hussen said that climate change adaptation and energy transition are goals that countries around the world are interested in, including Vietnam and Canada. With its potential and experience, Canada is ready to cooperate and support Vietnam. However, to implement this, it is necessary to have the participation of many countries, organizations, and businesses, both private and state-owned. Therefore, Minister Ahmed Dirir Hussen hopes that the Ministry of Natural Resources and Environment will advise the government to create conditions for all parties to participate and contribute to the common development.
Also during the meeting, Minister Ahmed Dirir Hussen said that the Canadian Government highly appreciates Vietnam's commitments and actions, so Canada always has projects and mechanisms to support financial resources and policies to join Vietnam in projects where both have common goals and Canada has strengths such as improving policy mechanisms on public-private partnership, enhancing capacity for coastal communities to withstand and adapt to climate change, building a pilot carbon market in forestry, combating ocean plastic pollution, etc.
Speaking with Minister Ahmed Dirir Hussen, Minister Dang Quoc Khanh said that although Vietnam currently has great potential for renewable energy, it is also one of the six countries severely affected by climate change, so in order to achieve the goals of climate change adaptation, energy conversion, and combating plastic pollution, it is very necessary to have programs and policies from development partners to accompany it. Minister Dang Quoc Khanh hopes that the Minister and the Canadian Government will also pay attention to promoting technology transfer, mobilizing financial investment from Canada to strengthen cooperation activities on solving plastic pollution, adapting to climate change, focusing on developing the Vietnamese renewable energy market, but at the same time ensuring energy security, saving energy, and having mechanisms for all levels to participate in implementation.
On this occasion, Minister Dang Quoc Khanh informed Minister Ahmed Dirir Hussen that in 2024, he will sign a Memorandum of Understanding on cooperation on environment and climate with the Canadian Minister of Climate Change and Environment as agreed at the meeting on the sidelines of COP28. The two Ministers believe that through the working session, cooperation activities between the Ministries in particular and the two countries in general will be promoted on common goals on climate change and energy transition.
