The above content was stated by Minister of Education and Training Nguyen Kim Son in a document responding to voters' petitions on the proposal to have a common set of textbooks, applicable to students nationwide.
Specifically, in a petition sent before the 9th session of the 15th National Assembly, voters of Hung Yen province reflected that after the provinces are merged, a large number of students at all levels will move and request to transfer schools to a new place of residence with their parents.
However, if you do not transfer schools at the beginning of the school year but transfer at different times during the year, it will cause difficulties because according to regulations of the Ministry of Education and Training , each institution is allowed to choose a set of textbooks to teach in that school year, leading to inconveniences for students when transferring schools.
Therefore, voters of Hung Yen province requested the Ministry of Education and Training to have a common set of textbooks applicable to students nationwide to suit current social conditions.

Responding to this content, Minister Nguyen Kim Son said that Resolution 88 of the National Assembly clearly stated that the general education program stipulates the requirements for the qualities and abilities that students need to achieve after each level of education. Along with that are the compulsory education fields and contents for all students nationwide.
The 2019 Education Law also stipulates that the general education program must ensure the regulations on the qualities and abilities that students need to achieve after each level of education, and the educational content is compulsory for all students nationwide.
Textbooks specify the requirements of the general education program on educational content, requirements on students' qualities and abilities; provide orientation on educational methods and ways to test and evaluate educational quality and socialize the compilation of textbooks; there are a number of textbooks for each subject.
Since the 2020-2021 school year, the Ministry of Education and Training has implemented new programs and textbooks according to the provisions of the 2019 Education Law and schools have organized implementation, initially bringing about effectiveness.
The Ministry has also issued Circular 25/2020 and Circular 27/2023 regulating the selection of textbooks in general education institutions for provinces, cities or general schools to choose textbooks for use in schools. The 2018 general education program has detailed regulations on the content and requirements to be achieved for each educational content.
"Different textbooks only differ in the language, presentation and teaching methods for each content, but they still have to meet the requirements of the program. Therefore, when students use different textbooks, the knowledge content and requirements will not be affected," the Minister of Education and Training affirmed.
According to the Minister of Education and Training, teaching and learning at different general education institutions are carried out according to the requirements of the subject and are unified nationwide. Textbooks are learning materials for organizing teaching and learning, rich and diverse learning materials will support the teaching and learning process well.
Minister Nguyen Kim Son also emphasized that the Ministry of Education and Training will continue to direct innovation in teaching, testing, assessment and examination methods. At the same time, the Ministry will also review and evaluate the current situation and quality of implementation in localities and schools, listen to the opinions and suggestions of voters to strengthen the guidance solutions in the coming time.
