The Minister said that currently, 38 countries in the world completely exempt tuition fees for preschool students. These are mostly high-income countries. In addition, 90 countries partially exempt tuition fees or provide support for different groups in society.

“While the country’s economic potential is still facing many difficulties, there are still many tasks to invest in, and our income is not high, the Central Committee, the Politburo , and the Secretariat have agreed to exempt tuition fees. That is the concern, effort, and creating conditions for children to access education and reducing the burden on parents,” said Minister Son, emphasizing that this demonstrates the superiority of the policy.
In order to implement the tuition exemption policy in time from next September, Minister Son said that the Ministry of Education and Training is urgently developing a decree to replace Decrees 81 and 97, trying to issue it in June so that it takes effect at the same time as the resolution on tuition exemption passed by the National Assembly.
The replacement resolution will stipulate a framework for calculating tuition fees in three regions, including both the floor and ceiling. Currently, most tuition fees are calculated based on the floor.
In the draft Resolution on tuition exemption and support for preschool children, high school students, and students of general education programs at educational institutions in the national education system, the Government estimates that the total state budget expenditure required to implement the policy is about 30,600 billion VND.
According to Minister Son, this figure has been calculated for 10 provinces and cities that have exempted tuition fees using local budgets. For those places that have not yet balanced their budgets, the Minister also "encouraged" them not to worry because there are sources from the budget to compensate.
Sharing more about the preschool education sector, the Minister of Education and Training has many "bests", which are the greatest shortage of preschool teachers, the lowest salary, the greatest labor intensity, pressure and hardship.
On the same morning, the National Assembly passed the Law on Teachers with many notable new points. In particular, teachers' salaries are ranked highest in the administrative career salary scale system. They are entitled to preferential allowances and other allowances depending on the nature of the job and the region.
Teachers will be supported with public housing or rent in extremely disadvantaged areas; Periodic health benefits, training and professional development for all teachers, regardless of public or non-public; Priority in recruitment, transfer and reception for teachers working in remote, border and island areas; Attracting highly qualified people with good vocational skills to participate in teaching, especially in strategic areas such as science, technology, digital transformation and vocational education.
Preschool teachers who wish to retire up to 5 years earlier without having their pension reduced (if they have 15 years of social insurance contributions).
