Minister of Finance: Prioritize surplus public assets for education and health care

At the end of the discussion session on the socio-economic situation on the morning of June 18, Minister of Finance Nguyen Van Thang spoke to clarify some opinions of National Assembly deputies.

Regarding the handling of public assets after the organizational restructuring, the Minister said that the Ministry of Finance has reported to the Government to submit to the National Assembly an amendment to the Law on Management and Use of Public Assets. At the same time, it has issued 12 decrees, 1 decision and 2 dispatches. In addition, according to its authority, the Ministry has also issued a circular to define the authority of local authorities at 2 levels in the field of management and use of public assets, standards and norms for the use of offices, cars, machinery and equipment.

“The Ministry of Finance has organized working groups to work directly with localities to survey and guide the removal of difficulties and obstacles in handling public assets. This includes the content related to the rearrangement of public assets after merging administrative apparatus and public service units,” said the Minister.

Regarding surplus assets, the Minister of Finance said that in the immediate future, priority will be given to serving theeducation and health sectors. "In cases where there is no longer a need to use them, we will resolutely put them into planning, organize the implementation of rearrangement, and handle them according to regulations to avoid wasting public assets," the Minister said, emphasizing that he will give strong direction in the direction of "holding hands and showing them how to do it" for localities to implement.

Regarding the disbursement of public investment capital, the Minister said that this task continues to be strongly directed by the Government and the Prime Minister. One of the outstanding results is that the situation of scattered and fragmented investment has been thoroughly resolved.

“The number of projects has decreased sharply from about 12,000 projects in the previous term to about 5,000 projects in this term and will continue to decrease to about 3,000 projects in the coming time,” said the Minister.

The Minister of Finance affirmed that many key projects have focused resources and are being implemented on schedule and ahead of schedule, especially transport infrastructure projects, contributing to promoting economic growth recovery and regional development. However, public investment from local budgets is still dispersed. Therefore, in the coming time, it is necessary to continue reviewing, rearranging, and allocating investment resources to key, important areas with spillover effects to increase the efficiency of public investment.

Regarding the management and operation of budget revenue and expenditure, the Minister of Finance said that in recent times, the management of budget revenue and expenditure has continued to be strengthened. Regarding revenue, from 2021 to now, each year has exceeded the estimate by a fairly high level. In 2025, the Minister clearly stated the target of increasing revenue by over 15% compared to 2024 to have resources to carry out key tasks.
