Speeding up investment procedures for new industrial park projects in Van Phong

On the morning of November 3, comrade Nguyen Khac Toan - Deputy Secretary of the Provincial Party Committee, Chairman of the Khanh Hoa Provincial People's Committee chaired a meeting to listen to the Provincial Economic Zone (EZ) and Industrial Park (IP) Management Board report on the steps to carry out investment procedures for new IP projects. Attending the meeting were comrade Nguyen Long Bien - Member of the Provincial Party Committee Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; Vice Chairmen of the Provincial People's Committee: Tran Hoa Nam, Le Huyen, Nguyen Thanh Ha.

At the meeting, the Provincial Economic Zone and Industrial Park Management Board reported specifically on the implementation of procedures to approve the investment policy of the industrial park projects: Ninh Xuan 1, Ninh Xuan 2, Ninh Diem 1 and Ninh Diem 3; proposed some next steps to implement these projects. For the Ninh Xuan 1 and Ninh Xuan 2 industrial park projects, the Provincial People's Committee is requested to report to the Provincial Party Committee to submit to the Provincial Party Committee Standing Committee for comments on approving the investment policy. After the projects are commented by the Provincial Party Committee Standing Committee and have comments from the Ministry of Public Security , the Management Board will coordinate with the investor to complete the dossier to synthesize, prepare an appraisal report, submit to the Provincial People's Committee for a decision to approve the investment policy, and at the same time approve the investor.

For the Ninh Diem 1 Industrial Park Project, the Management Board also requested the Provincial People's Committee to report to the Provincial Party Committee to submit to the Provincial Party Committee Standing Committee for comments on approving the investment policy. After the project has been commented by the Provincial Party Committee Standing Committee and has received comments from the Ministry of Public Security, the Ministry of National Defense and the dossier for local adjustment of the general construction planning of Van Phong Economic Zone for Ninh Diem 1 Industrial Park is approved, the Management Board will coordinate with the investor to complete the dossier (if necessary) to synthesize, prepare an appraisal report, submit to the Provincial People's Committee for Decision on approving the investment policy, and at the same time approve the investor.

Regarding the Ninh Diem 3 Industrial Park Project, in addition to requesting the Provincial People's Committee to report to the Provincial Party Committee to submit to the Provincial Party Committee Standing Committee for comments on approving the project's initial investment policy according to regulations, the Management Board will advise the Provincial People's Committee to report to the Provincial People's Council for consideration and approval of the proposed land plot for project implementation in the list of land plots for bidding for investment projects using land according to regulations of the law on land. After the project is approved by the Provincial Party Committee Standing Committee for initial investment policy and approved by the Provincial People's Council, the Management Board will advise the Provincial People's Committee to approve the project's initial investment policy and organize bidding to select investors according to regulations.

Concluding the meeting, Chairman of the Provincial People's Committee Nguyen Khac Toan requested the Provincial Economic Zone and Industrial Park Management Board to complete the documents submitted to the Provincial People's Committee to report to the Provincial Party Committee and the Provincial People's Committee to submit to the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee. After properly implementing the steps of consensus in principle, the Provincial Economic Zone and Industrial Park Management Board submits to the Provincial People's Committee the dossier with full opinions of relevant ministries and branches, ensuring compliance with the provisions of law before the Provincial People's Committee issues the Decision approving the investment policy and approving the investor. Regarding the Ninh Diem 3 Project, the Chairman of the Provincial People's Committee directed the Provincial Economic Zone and Industrial Park Management Board to fully prepare the bidding plan; assign the Provincial People's Committee Office to register with the Provincial People's Council to include it in the list of resolutions approved at the upcoming session, and prepare full documents for the People's Council's committees to appraise.
