
Presenting the report, Minister of Finance Nguyen Van Thang said: Regarding the Law amending and supplementing a number of articles of the Law on Public Debt Management, to continue implementing the policy of decentralization and delegation of power, associated with the arrangement and streamlining of the organizational apparatus, improving governance efficiency, the draft Law stipulates the empowerment of the Prime Minister and the Ministry of Finance in a number of tasks on debt management, enhancing the initiative and self-responsibility of local authorities in deciding and using the budget, thereby supplementing clearer regulations on the tasks and powers of the President and the Government, amending and supplementing the powers and tasks of the Prime Minister and the Ministry of Finance.
The draft Law supplements regulations that ministries, provincial and municipal People's Committees, enterprises with 100% charter capital held by the State, and subsidiaries of enterprises with 100% charter capital held by the State must prepare proposals for ODA loans and foreign preferential loans and send them to the Ministry of Finance for evaluation and submission to the Prime Minister for approval as a basis for implementing investment procedures for programs and projects.
Compared with the current Law on Insurance Business, the draft Law amending and supplementing a number of articles of the Law on Insurance Business cuts, reduces, and simplifies business conditions in 7 articles: Abolishing the confirmation of foreign management agencies that enterprises do not seriously violate regulations; abolishing conditions before officially operating; removing a number of general conditions and standards for managers and controllers; removing a number of conditions for insurance agency activities, licensing the establishment and operation of brokerage enterprises and providing insurance auxiliary services.
Removing some other difficulties and obstacles for businesses in 6 articles: Amending the contents of activities of non-life and health insurance enterprises to avoid confusion; changing the names of branches and representative offices; loosening the principles of holding positions; removing the regulation on notifying the Ministry of Finance after publicizing information; expanding the scope of activities of insurance agents; extending the time for converting insurance agent certificates; allowing transition for member companies of insurance enterprises.
The amendment and supplementation of a number of articles of the Law on Statistics and the Law on Prices aims to implement the policy of streamlining the organization of the political system, rearranging administrative units; ending the operation of district-level administrative units nationwide from July 1, 2025 and organizing local administrative units into two levels; promptly handling practical issues, removing institutional "bottlenecks" to ensure the consistency, synchronization and feasibility of the Laws with the legal system, in accordance with international commitments...

Presenting the review report on the above 4 Law projects, Chairman of the National Assembly's Economic and Financial Committee Phan Van Mai agreed with the necessity and scope of amending and supplementing a number of articles of the Law on Statistics to institutionalize the Party and State's guidelines and policies, ensuring compliance with regulations on organizing 2-level local governments, organizing the apparatus, promoting decentralization and delegation of power, ensuring synchronization in institutional reform, and at the same time, removing a number of difficulties and obstacles arising in practice.
