In addition to positive results, the implementation work still has some shortcomings and limitations that need to be urgently overcome. To continue implementing the tasks assigned by the Politburo , the Secretariat, the Government and the Prime Minister, ensuring that the two-level local government organization model operates effectively and efficiently, better serving the people and businesses, the Prime Minister requested ministers and heads of ministerial-level agencies to urgently review, amend and supplement overlapping legal regulations that are not suitable for the two-level model; perfect regulations on decentralization, delegation of power, and division of authority in state management. Direct the issuance of decrees guiding the laws that have come into effect, no later than November 15, 2025.
The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Justice to urgently complete a report to the Government and the Prime Minister on the feasibility of legal documents on decentralization, delegation of power, and determination of authority.
The Ministry of Agriculture and Environment synthesizes reports, proposals, and recommendations from localities and develops a Report on the assessment of the implementation of the Decree on decentralization and delegation of powers in the land sector, and reports to the Prime Minister. To be completed in November 2025.
The Prime Minister requested ministers and heads of ministerial-level agencies to directly direct and take responsibility for the progress and quality of implementing tasks within the scope of their sectors and management fields; direct and directly strengthen inspection, supervision, guidance, and review of the implementation of the two-level government model in localities, promptly remove difficulties and obstacles; and strictly handle the situation of shifting and avoiding responsibility.
The Ministry of Home Affairs shall preside over and coordinate with the Government Office to monitor, urge, and synthesize reports from ministries, branches, and localities on the implementation of the task of deploying the 2-level local government model to report at regular Government meetings twice a month, promptly advise and propose to handle issues arising during the implementation process, not to let problems drag on, problems pile up, and finish one task at a time.
Ministries, ministerial-level agencies, and government agencies shall strengthen guidance and urge localities to improve the organizational structure of public service units under their management. To be completed by November 2025. At the same time, ministries and branches shall review, reduce, and simplify administrative procedures, improve the quality of online public services throughout the process; and complete the connection and data sharing between systems.
The Ministry of Home Affairs shall preside over and coordinate with ministries, branches and localities to urge and inspect the review, arrangement and assignment of cadres, civil servants and public employees to ensure the correct job positions, meeting the requirements of the tasks; increase the secondment of competent and experienced cadres to the grassroots; urgently submit to the Government a Decree on the classification of administrative units as a basis for the arrangement, management of payroll and organization of the apparatus. To be completed before November 10, 2025; urgently develop and complete regulations on job positions; to be completed before December 15, 2025.
The Ministry of Home Affairs coordinates with the Central Organizing Committee to submit to the Central Steering Committee and the Politburo the current status of payroll management for the 2022-2026 period and propose payroll for the 2026-2031 period. To be completed before December 31, 2025.
The Ministry of Science and Technology and the Ministry of Public Security coordinate to synchronously deploy digital infrastructure and shared databases to ensure connectivity and effectively serve people and businesses. The Ministry of Agriculture and Environment, the Ministry of Education and Training, and the Ministry of Health urgently complete national and specialized databases to ensure connectivity and synchronization of the national population database, meeting the requirements of "correct, sufficient, clean, and live" data.
