The strongest wind near the center of the storm is level 11 (89-102km/h), gusting to level 15, moving in a West-Southwest direction at a fast speed of about 25km/h.
According to the initial assessment of the National Center for Hydro-Meteorological Forecasting, around November 5, storm No. 13 will enter the East Sea; around November 7, the storm is likely to move inland to our country. The storm is forecast to cause strong winds and heavy rain in the Central Central and South Central regions from the night of November 6 to November 9, 2025.
To proactively and be ready to respond to the combination of natural disasters such as heavy rain, floods, widespread inundation, landslides, mudslides and storms early and from afar, without being passive or surprised, the Chairman of the People's Committee of Hue City requested: Continue to seriously and synchronously implement response measures, promptly overcome the consequences of floods, stabilize people's lives soon, and restore production and business in the Central region.
Agencies, units and localities shall be fully responsible before the Chairman of the City People's Committee and before the law if there is a lack of responsibility in leadership and direction, affecting the lives and properties of the people and the State.
Heads of departments, branches, sectors and Chairmen of People's Committees of communes and wards shall proactively organize close monitoring of forecasts, warnings and developments of rain, floods, landslides and strong winds at sea; promptly direct and deploy response measures according to the "four on-the-spot" motto, within the scope of assigned tasks and authority, not to be passive or surprised, minimizing damage to people and property of the People and the State.
Organize inspections, review and withdraw all forces and vehicles from areas at risk of flash floods and landslides to ensure absolute safety for people and vehicles. People's Committees of communes and wards continue to strengthen propaganda and guide people to proactively respond to prolonged storms and floods; proactively stock up on food, drinking water, essential items and spare batteries; prepare evacuation plans to ensure the safety of families.
Pay attention to communication and mobilization of people in low-lying areas, places with many students, new residents, and lack of information and skills in flood prevention; prevent accidents and injuries before, during, and after floods and storms (due to house bracing, tree cutting, etc.) and drowning accidents (fishing, collecting firewood, going through overflows when water flows rapidly, etc.).
Absolutely do not allow personal vehicles to travel on rivers, lakes, canals... that are not safe and do not have enough safety equipment (life jackets, lifebuoys, buoyancy materials). Urgently review and update response plans for each type, zoning natural disaster risks according to the "4 on-site" principle, paying attention to combined and multi-disaster situations; prioritizing safety for vulnerable groups (pregnant women, the elderly, children, people with disabilities).
Directing forces to guard traffic routes that are at risk of flooding, flash floods, and landslides; guarding, guiding, and diverting traffic at culverts and spillways when floods occur; strictly managing boats and canoes along coastal beaches, lagoons, and rivers; strictly prohibiting people from entering forests during floods.
Based on the risk level and natural disaster developments in the locality, according to the decentralization and authority, decide to evacuate people in dangerous places. Provide free treatment to the injured; visit and encourage families affected by storms and floods; review and summarize the number of households in need of rice support to promptly handle and provide support; arrange temporary accommodation for households that have lost their homes, absolutely do not let people go hungry, cold, or have no place to live. Organize regular updates on the situation, response work, and overcoming the consequences of floods and storms, report the implementation results before 2:00 p.m. every day to the City Civil Defense Command to advise and summarize reports to the City People's Committee.
Absolutely do not allow ships to go out to sea, organize to call on ships still operating at sea to move to safe anchorage; lower the height of containers and cranes at bridges and ports to ensure safety when there are strong winds and big waves; review the situation of goods serving the work of preventing and fighting natural disasters, floods and storms in the recent past; urgently advise the City People's Committee on a plan to reserve essential goods serving the work of preventing and fighting natural disasters for the remaining rainy and flood season in 2025.
Directing subordinate units to ensure absolute safety for hydroelectric reservoirs and power systems in the area; directing forces stationed in the area to review response plans, proactively organizing and deploying forces and means to be ready to support localities in responding to storms, floods, evacuating people, and rescuing victims. Urging localities to deploy work to ensure the safety of reservoirs and irrigation dams, especially critical reservoirs and dams, to prevent unexpected incidents; checking and reviewing plans to ensure the safety of aquaculture ponds, cages and livestock facilities.

Directing the work of power grid safety in the area; strengthening propaganda for people to prevent possible electrical accidents and injuries; strictly implementing regulations on warning, forecasting, updating bulletins, and promptly informing authorities and people to proactively respond to storms, heavy rains, and landslides; ensuring dam safety in all situations, strictly implementing reservoir operation procedures to ensure safety for downstream areas.
