It is forecasted that from November 3 to November 6, Hue City will continue to have heavy rain, with some places experiencing very heavy rain. Total rainfall in the plains is generally 150-300mm, with some places experiencing over 400mm; in the mountainous and midland areas, it is generally 200-400mm, with some places experiencing over 600mm. In addition, according to the forecast of the National Center for Hydro-Meteorological Forecasting, at 7:00 a.m. on November 3, the center of storm KALMAEGI was located at about 10.7 degrees North latitude; 129.0 degrees East longitude, in the sea east of the central Philippines.
To proactively and be ready to respond to a combination of natural disasters such as extremely heavy rain, floods, widespread inundation, landslides, mudslides and storms early and from afar, without being passive or surprised; the Chairman of the City People's Committee requested: Continue to seriously implement the Prime Minister 's instructions in Official Dispatch No. 204/CD-TTg dated October 30, 2025 on synchronous and effective implementation of response measures, promptly overcome the consequences of floods, soon stabilize people's lives, restore production and business in the Central region.
Agencies, units and localities shall be fully responsible before the Chairman of the City People's Committee and before the law if there is a lack of responsibility in leadership and direction, affecting the lives and properties of the people and the State.
Heads of departments, branches, sectors and Chairmen of People's Committees of communes and wards shall proactively organize close monitoring of forecasts, warnings and developments of rain, floods, landslides and strong winds at sea; promptly direct and deploy response measures according to the "four on-the-spot" motto, within the scope of assigned tasks and authority, not to be passive, surprised, and minimize damage to people and property of the People and the State. Organize inspection, review and withdraw all forces and vehicles from areas at risk of flash floods and landslides to ensure absolute safety for people and vehicles.

Directing the forces to guard at traffic routes that are at risk of flooding, flash floods, and landslides; guarding, guiding, and diverting traffic at culverts and spillways when floods occur; strictly managing boats and ships along coastal beaches, lagoons, and rivers; strictly prohibiting people from entering forests when there are floods. Based on the risk level and natural disaster developments in the locality, according to decentralization and authority, decide to evacuate people in dangerous places.
The Chairman of the People's Committee of Hue City directed communes and wards to provide free medical treatment for the injured; visit and encourage families affected by storms and floods; review and compile the number of households in need of rice support to promptly handle the support; arrange temporary accommodation for households that have lost their homes, absolutely not letting people go hungry, cold, or without a place to live.
