Continuing the meeting program, on the morning of August 13, the National Assembly Standing Committee gave opinions on the draft Law on Higher Education (amended), the Law on amending and supplementing a number of articles of the Law on Education and the Law on Vocational Education (amended).

Receiving the explanation at the end of the meeting, Minister of Education and Training Nguyen Kim Son said that during the construction process, the "keyword" of quality was emphasized, with the highest goal of improving the quality of education and training.

In particular, the Minister affirmed that he will focus on all three factors: Human quality - human resource quality and talent development.

In the context of increasing autonomy, according to the Minister, the important thing is to find a way to harmonize autonomy with the effectiveness and efficiency of State management. “Resolutely let go of what needs to be let go and firmly grasp what needs to be grasped. Including grasping the human issue, replacing people, closing educational institutions so that we do not mistakenly let go,” the Minister stated his opinion.

Another issue emphasized by the education sector commander is the management and supervision of the entire process to ensure quality for the three areas of pedagogy, health and law.

According to him, teacher training has been given much attention in recent years. In recent years, the admission standards for teacher training have increased significantly. This year, it is likely to be in the same competitive group as medicine and pharmacy. “That is good news,” said the Minister.

Regarding health and law training, according to Mr. Son, in the past, medical training strictly controlled the opening of majors, now including law training, not all facilities are trained.

“Controlling these three areas is not just controlling the input, not just controlling the output, but controlling the entire process. Because the three “teachers” have a huge impact on all activities of society,” said Mr. Son.

Digital transcript, digital diploma

Emphasizing the need to strengthen control over doctoral training, according to the Minister, not all institutions are allowed to train doctors. In addition, another 'highlight' he mentioned was the increase in relationships with businesses, the role of businesses, and the connection of the three parties.

According to the Minister, the Law on Higher Education and the Law on Vocational Education also include regulations to "pave the way" for new educational models, digital transformation, and AI transformation.

The Minister said that from this September, in the national database, the education sector will put two very important contents on the national public service portal system, which are digital transcripts and digital diplomas.

The diplomas of learners at all levels will later be uploaded to VNeID, without verification, the training diploma of each person will still be known. The digital transcript can also be considered a lifelong learning record integrated into VNeID.

“In a few days, the Ministry of Education and Training will issue a strategy for transforming AI in education. To transform AI in education and implement new educational models, these revised laws also create a strong legal basis for implementation,” Minister Nguyen Kim Son stated.
