According to the draft, at each level of preschool and general education, teachers are divided into 3 groups: teachers, main teachers, and senior teachers; instead of levels III, II, and I as at present.

Appointment and salary arrangement for preschool teachers:

Teaching staff at public preschools who meet ethical standards and training qualifications will be appointed to professional positions with salary schedules (according to Decree 204/2004/ND-CP) as follows:

- Preschool teacher (currently grade III) - Code V.07.02.26: Applying salary coefficient of type A0 civil servants, from salary coefficient 2.1 to 4.89,

- Primary preschool teacher (currently level II) - Code V.07.02.25: Salary coefficient of type A1 civil servant, from salary coefficient 2.34 to 4.98.

- Senior preschool teacher (currently grade I) - Code V.07.02.24: Salary coefficient of type A2 civil servant, group A2.2, from salary coefficient 4.0 to 6.38.

Preschool teachers who have not met the standard training level prescribed in the Law on Teachers will be subject to the salary coefficient of type B civil servants, from salary coefficient 1.86 to 4.06.

Appointment and salary arrangement for primary school teachers

Teaching staff at public primary education institutions, meeting ethical standards and training qualifications, will be appointed to professional titles with salary schedules (according to Decree 204/2004/ND-CP) as follows:

- Primary school teacher (currently grade III) - Code V.07.03.29: Apply salary coefficient of type A1 civil servant, from salary coefficient 2.34 to 4.98.

- Primary school teacher (currently grade II) - Code V.07.03.28 for grade II primary school teachers: Apply salary coefficient of civil servants type A2, group A2.2, from salary coefficient 4.00 to 6.38.

- Senior primary school teacher (currently grade I) - Code V.07.03.27: Salary coefficient of civil servants of type A3, group A3.2, from salary coefficient 5.75 to 7.55.

Primary school teachers who have not met the standard training level will be applied the salary coefficient of type B civil servants, from salary coefficient 1.86 to salary coefficient 4.06.

Appointment and salary arrangement for junior high school teachers

Teaching staff at public secondary schools who meet ethical standards and training qualifications will be appointed to professional positions with salary schedules (according to Decree 204/2004/ND-CP) as follows:

- Junior high school teacher (currently grade III) - Code V.07.04.32: Apply salary coefficient of type A1 civil servants, from salary coefficient 2.34 to 4.98;

- Primary secondary school teacher (currently grade II) - Code V.07.04.31: Applying salary coefficient of type A2 civil servant, group A2.2, from salary coefficient 4.00 to 6.38.

- Senior secondary school teacher (currently grade I) - Code V.07.04.30: Applying salary coefficient of type A3 civil servant, group A3.2, from salary coefficient 5.75 to 7.55.

Appointment and salary arrangement for high school teachers

Teaching staff at secondary education institutions who meet ethical standards and training qualifications will be appointed to professional positions with salary schedules (according to Decree 204/2004/ND-CP) as follows:

- High school teachers (currently grade III) - Code V.07.05.15: Apply salary coefficient of type A1 civil servants, from salary coefficient 2.34 to 4.98.

- High school teacher (currently grade II) - Code V.07.05.14: Applying salary coefficient of civil servants of type A2, group A2.1, from salary coefficient 4.40 to 6.78.

- Senior high school teacher (currently grade I) - Code V.07.05.13: Applying salary coefficient of type A3 civil servant, group A3.2, from salary coefficient 5.75 to 7.55.

Speaking with VietNamNet on the morning of September 19, Dr. Vu Minh Duc, Director of the Department of Teachers and Educational Managers (Ministry of Education and Training) said,   This is a draft new circular that is intended to determine which civil servant rank teachers and lecturers will be appointed to, and the corresponding basic salary level for civil servants, as in other professions. "Teachers' salaries will have their own 'special' coefficients stipulated in the Decree on salary policy, allowance regime, support and attraction policies for teachers. It is not stipulated in this circular," said Mr. Duc.

Currently, the Ministry of Education and Training is advising the Government to draft this Decree.

According to the draft, the basic salary (not including the special coefficient that the Ministry of Education and Training is consulting the Government) of teachers will reach the highest level of 17,667 million VND/month if they are classified as primary/middle school/high school teachers.

Previously, Minister of Education and Training Nguyen Kim Son said that the Ministry is also finalizing a draft of detailed regulations on salaries, allowances and policies to attract and support teachers. Accordingly, it is expected that the basic salary of all teachers will increase , by at least 2 million VND, and at most up to 5-7 million VND/person/month. This increase is only calculated on the basic salary, not including other allowances.

In addition, the Ministry is also developing a Decree detailing a number of articles of the Law on Teachers, including regulations on the content and form of teacher recruitment. As planned, the recruitment will include 2 rounds of exams, compatible with current regulations on civil servant recruitment. However, round 2 - on expertise and profession - will be designed differently, closely following the actual process of teaching and education activities, ensuring correct assessment of pedagogical capacity and professional skills of candidates at each level of education and training.
