Minister of Construction Tran Hong Minh has just issued an official dispatch on strengthening the work of ensuring quality, traffic safety, labor safety and environmental sanitation during the construction of transport infrastructure.
According to the Minister, in recent times, some projects still have shortcomings in ensuring construction quality, labor safety, traffic safety and environmental sanitation.
Typical examples are some construction incidents such as: Dai Ninh bridge girder falling in Lam Dong province; Son Lang suspension bridge drifting in Binh Phuoc province; Binh Phong Thanh cable-stayed bridge collapse in Long An province; Cai Doi Vam bridge incident in Ca Mau province, construction of Noi Bai - Lao Cai highway surface in adverse weather conditions... Especially the incident of subsidence of the road at the beginning of Hoa Binh bridge in Chau Thanh district this morning.
The main reason is that some investors or project management boards, design consultants, supervisors, and construction contractors have not paid due attention to quality management, occupational safety, traffic safety, and environmental sanitation.

Faced with the above situation, Minister Tran Hong Minh requested the People's Committees of provinces and centrally-run cities to direct the Department of Construction, investors or project management boards to improve the quality of establishing and approving survey tasks and design tasks, ensuring complete survey data on topography, geology, hydrology, material mines, and dumping sites in accordance with regulations, especially in areas with weak ground and areas with complex geological conditions.
The Ministry of Construction strictly prohibits collusion to legalize procedural documents, falsify documents and work results, and increase volume; taking advantage of positions and powers to oppress, harass, and cause difficulties for units for personal gain; imposing designation of material mines, designation of origin, sending contractors, subcontractors, and contractors supplying goods, supplies, and materials to the project.
Closely check and monitor the quality and origin of materials, supplies and equipment.
Regarding the subsidence incident at the Hoa Binh bridgehead, the commander of the transport and construction sector requested the Tay Ninh Provincial People's Committee to direct the Tay Ninh Department of Construction and relevant units to immediately carry out traffic diversion to ensure traffic safety for people and vehicles.
At the same time, promptly identify the cause, propose solutions, promptly overcome, ensure the quality of the project, and report the results to the competent authority according to regulations.

As Tien Phong reported, at 4am this morning, the road at the beginning of Hoa Binh bridge collapsed, the collapsed area was 35m long and 3m wide. At the time of the collapse, a car carrying 4 people and 2 motorbikes (each with 1 person) fell into the hole. Afterwards, all 6 victims were taken to Tay Ninh General Hospital.
According to research, Hoa Binh bridge crosses Soc Hoa Hoi canal, connecting Hoa Thanh and Hoa Hoi communes, designed to be 450m long, 12m wide, with prestressed reinforced concrete structure, invested by Chau Thanh district's Construction Investment Project Management Board, with a total cost of more than 37 billion VND from the provincial and district budgets.
Although the project was scheduled to be completed next June, the bridge was accelerated to be put into use on April 22 - about 1.5 months ahead of schedule.
