The four Resolutions (57, 59, 66 and 68) are considered the "four pillars", demonstrating strategic thinking, reform spirit and development aspirations, helping our country "take off" from 2025 - the pivotal year opening the era of national development.
With a very high political determination to bring the country into a new era, along with the revolution of streamlining and streamlining the apparatus that is about to reach the finish line, recently, the Politburo has issued 4 especially important resolutions: Resolution No. 57 on breakthroughs in science and technology development, innovation and national digital transformation, Resolution No. 59 on international integration, Resolution No. 66 on innovation in law making and enforcement, and Resolution No. 68 on private economic development.
These four resolutions are considered the "four pillars", demonstrating strategic thinking, reform spirit and development aspirations, helping our country "take off" from 2025 - the pivotal year opening the era of national development.
So how should the entire political system participate in the coming time and how should this "Quad Pillar" be comprehensively institutionalized and what specific solutions are needed to stimulate sustainable growth drivers for the economy ?
Over the past years, under the wise and correct leadership of the Party, the consensus of the entire nation and the persistent efforts of the entire political system, our country has achieved comprehensive achievements in almost all fields.
However, we also need to frankly acknowledge that the country is facing great challenges, especially in an increasingly complex international context, where internal and external challenges are intertwined, creating great pressure, forcing us to strongly innovate our thinking, ways of doing things and development models. We need a comprehensive, profound and synchronous reform, with new breakthroughs in institutions, economic structures, growth models and organizational apparatus.
Therefore, only drastic, persistent and effective reforms can help our country overcome challenges, seize opportunities and realize the aspiration for rapid and sustainable development in the new era.
According to General Secretary To Lam, all four resolutions agree on the goal: to build a solid foundation for Vietnam to develop rapidly and sustainably and become a developed, high-income country by 2045. While Resolution No. 66 requires the completion of transparent and modern legal institutions, ensuring human rights and civil rights, Resolution No. 57 identifies science, technology, innovation and digital transformation as new growth pillars. Resolution No. 59 expands development space through proactive and active international integration. Resolution No. 68 promotes the private economic sector to become the central driving force for the economy.
General Secretary To Lam emphasized: "This connection is not only a general orientation but also clearly demonstrates interdependence in practice. If the institution is not transparent (Resolution No. 66), the private economy will find it difficult to develop (Resolution No. 68), science and technology will lack a creative environment (Resolution No. 57) and international integration will be ineffective. On the contrary, if innovation is not breakthrough, the private economy will be weak and international integration will be limited. If integration is not proactive, the institution itself and domestic drivers will find it difficult to comprehensively reform."
Notably, the common breakthrough of all four resolutions is the new development thinking from “management” to “service”, from “protection” to “creative competition”, from “passive integration” to “active integration”, from “distributed reform” to “comprehensive, synchronous and profound breakthrough”. This is a fundamental shift in thinking, inheriting the achievements of innovation over the past 40 years and in line with global trends in the digital age. This is a breakthrough strategic change with a comprehensive vision that correctly assesses the position and role of the private economy in the economy, completely eliminating perceptions, attitudes, and prejudices about the private economy. We affirm that this is a comprehensive revolution in liberating the productive forces.
We are very excited that this Resolution is to develop the private economy, remove difficulties for businesses, bottlenecks, especially promote and separate the legal rights of enterprises and the legal rights of individuals."
Looking from the reality and future demands, the “four pillars” are expected to bring new winds, create new motivations, and help the Vietnamese train take off. Based on this major policy, many opinions say that the factors for the country to develop quickly and sustainably in the coming period are gradually being resolved and perfected. Now, we need the efforts of each citizen, business, agency, unit, and locality to realize the growth target as well as improve the material and spiritual life of the people.
National Assembly Delegate Tran Hoang Ngan, Ho Chi Minh City Delegation said: "In the three economic sectors of the State, the foreign economic sector and the private economic sector, we see that the private economic sector currently accounts for over 51% of GDP, so to accelerate, this sector with a large proportion must make a breakthrough and we must have a resolution specifically for the private economy to remove bottlenecks for the private economy to accelerate because it determines up to 51% of GDP and it determines up to 55% of total social investment capital.
Therefore, it is necessary to exploit and have the most reasonable, special and specific conditions for the private economy to develop, but that is not enough because in the current era of scientific and technological revolution that is accelerating and changing rapidly, in order for Vietnam to accelerate faster, we must rely on the driving forces of science and technology, innovation and digital transformation.
With a spirit of urgency to apply immediately in 2025, the National Assembly passed Resolution No. 197/2025/QH15 on "Some special mechanisms and policies to create breakthroughs in law making and enforcement", Resolution No. 198/2025/QH15 of the National Assembly on "Some special mechanisms and policies to develop the private economy"; allocated budget to implement the tuition exemption policy for preschool and general education levels; allocated 3% of total state budget expenditure in 2025 for science, technology, innovation, digital transformation...
In the near future, the Law on Science, Technology and Innovation; the Law amending and supplementing a number of articles of the Law on Enterprises... with many new and breakthrough points will also be passed, expected to be an important legal basis to promote socio-economic development.
National Assembly Chairman Tran Thanh Man affirmed: "The National Assembly Party Committee and the Government Party Committee should soon issue plans to implement the Resolution of their agencies; in which, it is important to correctly and fully identify the tasks of each agency, associated with specific implementation deadlines and clear output results, at the same time, there must be a mechanism to monitor, supervise and inspect the implementation to ensure that the policies and decisions in the Resolution soon come into life and bring about specific results."
Since the 10th Central Conference (September 2024) up to now, the Politburo and the Secretariat have worked tirelessly to solve core issues, remove "bottlenecks" and create new development space for the country.
In particular, the drastic implementation of Resolution 18 on innovation, streamlining and streamlining the political system, building a two-level local government and rearranging administrative units to promote strong development has received the consensus and support of a large number of cadres, party members and people, considering this an important revolution of the country in the new era. We have every reason to believe in the bright future of the country.
