The Ministry of Construction has disbursed VND 13,201 billion in public investment capital, reaching about 15.88% of the 2025 plan.

According to the report of investors under the Ministry of Construction, as of April 30, 2025, the Ministry of Construction has disbursed about 13,201 billion VND, reaching about 15.88% of the plan assigned by the Prime Minister and equivalent to the average disbursement level nationwide (about 15.56%).

Compared to the monthly disbursement registration plan of investors, the cumulative disbursement only reached about 78.1% (13,201/16,895 billion VND), the disbursement delay was about 3,694 billion VND. If calculated according to the Ministry of Finance's data, it only reached 70% (11,829/16,895 billion VND).

Compared with the disbursement results of the same period last year, the cumulative disbursement of public investment capital in the first 4 months of 2025 of the Ministry of Construction was also about 5% lower.

Compared to the disbursement plan for April 2025 alone, investors were only able to disburse VND 4,639 billion compared to the disbursement plan of VND 8,754 billion (including VND 6,095 billion registered for disbursement in April and VND 2,658 billion needed to be disbursed to compensate for the delayed disbursement until the end of March 2025).

It is worth mentioning that last April was the finishing month of many large projects, so in theory, the demand for disbursement will have to increase sharply.

However, even the disbursement according to the registered plan in the month (not including the part that had to be disbursed to compensate for delays in previous months) was not achieved (4,639/6,095 billion VND) and was even lower than the disbursement result in March (5,342 billion VND).

According to the Department of Planning and Finance (Ministry of Construction), the main reason for the low disbursement results in recent times may be due to delays in acceptance and payment of completed volumes.

According to the monthly disbursement registration of investors, in May 2025, the Ministry of Construction investors plan to disburse about VND 5,872 billion.

If we add the accumulated slow disbursement of about 3,694 billion VND, the total capital needed to be disbursed in May is about 9,566 billion VND.

This is a huge challenge as the average disbursement value in the first 4 months of the year only reached about 3,300 billion VND/month, of which March had the highest disbursement result of only 5,342 billion VND.

It is known that the total central budget public investment plan for 2025 of the Ministry of Construction assigned by the Prime Minister is about 83,746 billion VND, including 81,384 billion VND of the 2025 plan and 2,362 billion VND of the extended plan for 2024.

Based on the needs and disbursement capacity of the projects, the Ministry of Construction has submitted to competent authorities to regulate and register additional capital for a number of projects such as: North-South high-speed railway, Lao Cai-Hanoi-Hai Phong railway, Bai Vot-Ham Nghi, Ham Nghi-Vung Ang, Van Ninh-Cam Lo, Hoa Lien-Tuy Loan, My An-Cao Lanh, Rach Mieu 2 bridge...

In the coming time, it is expected that the Ministry of Construction will be assigned by the Prime Minister to supplement 6,062 billion VND of capital to increase the central budget revenue in 2022 and 2023 and allow the implementation and disbursement time of the 2024 plan to 2025 by about 4,035 billion VND and has requested the Ministry of Finance to synthesize and report to competent authorities the disbursement needs in 2025 for capital from the 2024 budget revenue increase source of about 1,171 billion VND.

Thus, the total disbursement plan for investment capital in 2025 of the Ministry of Construction is expected to be about VND 95,014 billion. To complete the target of disbursing the entire amount of capital mentioned above, from now until the end of January 2026, each month investors under the Ministry of Construction must disburse up to VND 10,226 billion, approximately the amount of capital disbursed in the first 4 months of 2025.
