Ministry of Construction: Lessons learned from the "water leak" incident at the roof of Terminal T3

(PLVN) - At the regular Government meeting in May 2025 on the socio-economic situation, allocation and disbursement of public investment capital, implementation of national target programs in May and the first 5 months of 2025; key tasks in June 2025 and in the coming time took place under the chairmanship of the Prime Minister. Minister of Construction Tran Hong Minh informed about a number of key national projects such as the high-speed railway, North-South expressway, T3 terminal and cutting some administrative procedures.

Accordingly, speaking at the meeting, Minister of Construction Tran Hong Minh said that up to this point, Vietnam has been able to complete 2,238km of expressway, the progress is meeting very well. From now until August 19, the project groups scheduled to start construction and inaugurate, the Ministry of Construction is controlling the progress well, ensuring quality.

The Minister informed that with the inauguration of 6 more expressway projects, we will reach nearly 2,800km of expressway in September 2025. At the same time, the Ministry also committed to working with localities to actively promote the implementation of projects, ensuring progress so that by the end of 2025, more than 3,000km of expressway will be completed. Regarding the Bien Hoa - Vung Tau expressway, the Minister of Construction recently inspected the project directly, so far the roadbed has been almost completed, some sections have been paved. The project is only stuck with some overpass sections, and the residential power line has not been cleared yet, but the provincial leaders have committed to handling it this month.

Regarding the Lao Cai - Hanoi - Hai Phong railway, the Minister said that localities have been very active in site clearance. Currently, about 20 units are conducting geological surveys in the project area. The Ministry of Construction is making efforts to start the project on December 19.

Regarding the North-South high-speed railway with the proposal of VinSpeed ​​and THACO , the Ministry of Construction has met with experts and consultants to evaluate the proposals of investors, but there are still many problems. The Ministry of Construction proposed that after the project has a pre-feasibility study (F/S), there will be a more thorough form of calling for investment in the project.

The Minister of Construction informed that the spirit of Resolution 68 on private economic development is very necessary. However, according to Mr. Minh, necessary does not mean we should rush into it. The Ministry of Construction will have a more detailed report to the Government and competent authorities on the high-speed railway project, Minister Tran Hong Minh informed.

Regarding the rain leak incident at Tan Son Nhat T3 terminal, the Ministry of Construction said the incident only lasted for a short time and did not affect the operation of the terminal. The cause of the incident was a leak in a drainage pipe joint, allowing water to leak out.

After receiving the information, the Minister of Construction directly went to the construction site to inspect the incident and directly instructed the Vietnam Airports Corporation - ACV to immediately fix and repair this situation on May 25.

Recently, Ho Chi Minh City had two very heavy rains but the roof of Terminal 3 no longer had any "water leaks". This is an experience and lesson learned during the project implementation process that the Ministry of Construction has drawn and will thoroughly overcome in the coming time," said Minister Tran Hong Minh.

At the meeting, Minister of Construction Tran Hong Minh said that the task of merging the two ministries, the Ministry of Construction and the Ministry of Transport, has basically been completed. Many contents and areas of state management under the management of the Ministry of Construction have been thoroughly implemented, with progress to date at about 70% and the Ministry will continue to complete the task.

Previously, according to the proposal sent to the Government on May 14, billionaire Pham Nhat Vuong's VinSpeed ​​committed to self-arranging 20% ​​of the total capital, equivalent to 12.27 billion USD (excluding site clearance costs) and proposed that the State provide preferential loans for the remaining 49.08 billion USD, with a 0% interest rate for 35 years. Not stopping there, VinSpeed ​​proposed that the State undertake all site clearance work, and at the same time committed to constructing and putting the entire line into operation after 5 years, a bold construction schedule, unprecedented in major national infrastructure projects.

THACO - The multi-industry group founded by Mr. Tran Ba ​​Duong has also officially joined the project. In the financial plan, THACO commits to contribute 20% of the total capital (nearly 12.27 billion USD) from equity capital and domestic mobilization. The remaining amount of about 49 billion USD will be borrowed from domestic and foreign credit institutions. Notably, THACO proposes that the Government guarantee this huge loan and support all interest rates for 30 years, using assets formed from the project itself...
