The request was made at the May work briefing and key task deployment conference for June 2025 of the Ministry of Construction .
Reporting at the conference, Mr. Nguyen Tri Duc, Chief of Office of the Ministry of Construction, said that in 2025, 18 projects were expected to start construction, and so far 7/18 projects have started construction. Of the 43 projects expected to be completed this year, 2 projects have "reached the finish line", including: Project to renovate weak bridges and connect on national highways; Terminal T3 - Tan Son Nhat International Airport.
By the end of May, the Ministry of Construction had disbursed more than VND17,600 billion, reaching more than 21% of the capital plan assigned by the Prime Minister. The Ministry has promoted decentralization of construction investment, reporting to the Prime Minister to assign localities to implement 5 expressways: Bac Kan - Cao Bang, Tuyen Quang - Ha Giang (phase 2), Vinh - Thanh Thuy, Quang Ngai - Kon Tum, Quy Nhon - Pleiku.
Regarding housing and real estate market management, the Ministry has submitted and the National Assembly has approved a Resolution on piloting a number of specific mechanisms and policies for social housing development. The Government has issued a plan to implement the Resolution. Since the beginning of the year, the country has completed 22,648/100,000 social housing units (an increase of 7,225 units compared to April 2025); 21 projects with a scale of 20,428 units have been started (an increase of 2,764 units compared to April 2025).
The Ministry has also actively implemented the work of reviewing, developing and translating regulations and standards, especially in the railway sector. Regarding the work of cutting and simplifying administrative procedures, according to Mr. Duc, implementing Resolution 66 and the Prime Minister's directives, the agencies and units under the Ministry have completed the step of reviewing and making a list of administrative procedures related to production and business under the management of the Ministry. Based on the statistical list, the number of administrative procedures that the Ministry needs to cut is 134 business investment conditions (30%), more than VND 3,700 billion in administrative procedure compliance costs (30%), 1,230 days (30%) in the time to handle administrative procedures.
According to the initial synthesis results, 174/447 business conditions were proposed to be reduced, a rate of 38%. The number of administrative procedures considered for reduction was 278/421 administrative procedures, a rate of 66%. The time to implement administrative procedures reduced was about 1,197/4,101 days, a rate of more than 29.2%. The cost of compliance with reduced administrative procedures reached more than 3,600/12,524 billion VND, a rate of 29.1%. It is expected that the number of legal documents that need to be revised and supplemented is 32 documents, including 7 laws, 27 Decrees, and 15 Circulars.
Agencies and units under the Ministry of Construction are implementing step 2, which is to complete the plan to reduce and simplify administrative procedures related to production and business, ensuring the reduction rate and reporting progress to the Prime Minister before June 30, 2025. Regarding the task of implementing the Prime Minister's Official Dispatch 78 on focusing on reducing and simplifying administrative procedures in the construction sector, the Department of Economics - Construction Investment Management has reviewed and identified legal documents that need to be amended to study the implementation plan and propose a plan to incorporate the amended content into the legal documents under construction to shorten the implementation time.

Concluding the conference, Minister Tran Hong Minh requested relevant units to focus resources on developing and completing the draft Laws according to the set plan. "In particular, for the draft Law on Railways (amended), it is necessary to quickly complete and supplement specific mechanisms and policies, implement the projects as quickly as possible, not let procedures hinder, slow down progress, cause difficulties in developing the railway industry, and submit it to the National Assembly for consideration and approval at this 9th session," the Minister directed.
Departments and offices are requested to urgently review and complete legal documents on decentralization, delegation of authority and implementation of the 2-level local government model; Focus on reviewing, cutting down and strongly simplifying administrative procedures and business conditions in the construction sector;
The Minister of Construction also requested to consider transferring slow contractors, speed up construction progress and disbursement. Special attention should be paid to the investment progress of key transport projects.
Minister Tran Hong Minh noted that in the past 5 months, a number of projects continued to meet requirements, with output reaching over 80% such as: Bai Vot - Ham Nghi, Ham Nghi - Vung Ang, Bung - Van Ninh, Van Phong - Nha Trang (Board 7). Of which, the Ham Nghi - Vung Ang, Van Phong - Nha Trang sections have been basically completed. A number of investors have disbursement rates higher than the Ministry's average, such as: Ho Chi Minh Road Project Management Board (over 27%), My Thuan Project Management Board (nearly 27%), Vietnam Road Administration (over 25%), Project Management Board 2 (over 22%), Board 7 (21.40%), Vietnam Expressway Corporation (over 21%).
Investors must direct construction and consulting units to re-establish detailed construction schedules; adjust monthly disbursement plans to serve as a basis for monitoring, urging, directing and operating, ensuring the disbursement of all registered capital. For some expressway projects at risk of being behind schedule, contractors who have not met the schedule will be considered and the workload transferred. "Ensuring good progress will boost disbursement output, contributing to economic growth. Good progress must be achieved but quality must be ensured," said the Minister.
The Minister also requested that investors must select contractors in June and complete the implementation of the ITS system, toll collection, vehicle load control, Back-End system, etc. in October 2025. In particular, the Lao Cai - Hanoi - Hai Phong railway project is being actively prepared for investment, striving to start construction on December 19.
