Checking prescriptions, indications, and patient transfers for profit
Hospital directors must urgently direct a review of the list of prescription drugs and drugs currently being used in medical examination and treatment facilities. This is to compare it with the list of counterfeit drugs that have been recently investigated and discovered by the authorities. At the same time, review and check the prescription of non-medicinal products such as milk, functional foods, etc. to promptly correct and take measures to handle according to regulations.
These are the requirements of the Ministry of Health for directors of hospitals and health departments, stated in Official Dispatch 2350/BYT-KCB, sent by the Ministry of Health to health departments and hospitals today, April 20.
The Ministry of Health also requires hospitals to strengthen inspection and rectification if violations are detected: prescribing and indicating the use of drugs that have not been licensed for circulation; prescribing drugs, indicating the implementation of technical services, medical equipment or suggesting transferring patients to other medical facilities or other acts for profit.
In the above dispatch, the leaders of the Ministry of Health requested hospital directors to urgently deploy solutions to ensure the prescription and use of drugs appropriately, safely and effectively; at the same time, manage and supervise the prescription and use of drugs for practitioners in accordance with the diagnosis, disease condition, necessity, right purpose, safety, rationality and effectiveness.

Health departments inspect the situation of practitioners selling drugs in any form; taking advantage of prescriptions for personal gain; advertising drugs without the content being confirmed by a competent state management agency or inconsistent with the confirmed content.
Medical staff advise and introduce dairy products and non-medicinal products.
Regarding the consumption of non-medicinal products such as milk and functional foods in medical examination and treatment facilities, the Ministry of Health requires units to inspect and review the medical staff's consultation, introduction and sale of milk products (especially fake milk products that have been investigated and discovered by the investigation agency), and functional foods to patients and their families. At the same time, it is necessary to ensure nutritional activities for patients in hospitals in accordance with the regulations of the Ministry of Health.
Units need to focus on inspecting and supervising the information, advertising, marketing, prescription, consultation, labeling, and instructions for use of non-medicinal products that are used to prevent, cure, diagnose, treat, alleviate, and regulate physiological functions of the human body; advertising beyond the scope of practice or beyond the scope of professional activities approved by competent authorities; taking advantage of medical knowledge to falsely advertise medical examinations and treatments.
Thereby, strictly handle, absolutely do not cover up, violations; at the same time increase awareness and sense of responsibility of medical staff, patients, relatives and people participating in detecting and fighting against violations.
The Ministry of Health requests hospital directors to report to the Ministry of Health (Department of Medical Examination and Treatment Management) on the implementation status and results of handling violations (if any) before April 24, 2025.
