Proactive adaptation
After the merger, Dong Van commune has 69 villages with 19 ethnic groups living together, of which the Mong ethnic group accounts for over 80%. The area is larger, the population is larger, the workload has increased, so the team of commune-level cadres is facing the need for strong innovation to meet the development requirements.
As a cultural officer of Dong Van commune, Mr. Sung Manh Hung regularly carries out mobile propaganda tasks in the villages. After the merger, his work became much more difficult and arduous, especially when some villages had to walk to each household to propagate. “The larger the area, the more effective the propaganda work must be. Therefore, I quickly adapted by carefully studying each village area and improving my ability to use information technology to serve my work,” Mr. Hung shared.
In some localities, many commune leaders have proactively and quickly kept up with the locality and work to ensure the role of "bridge" between the Party, the State and the people, and are the ones who directly implement policies and guidelines to each village and hamlet. Comrade Bui Thi Huong Phu, Director of the Bach Dich Commune Public Administration Service Center, said: When assigned a task, each cadre must proactively learn more from professional expertise to communication and mass mobilization skills. Initially, there will be certain difficulties in contacting and solving people's problems, but with determination and great efforts, the work has been implemented smoothly and smoothly.
Step by step standardization
The implementation of the 2-level local government model has posed many challenges, requiring commune-level cadres to be trained and improved to meet the large workload. This ensures that the administrative system is not only "sleek", "lean" but also "strong". Realizing the importance of grassroots cadres, many localities have implemented synchronous solutions to strengthen and improve the capacity of commune cadres after the merger.
Minh Quang commune was established on the basis of 3 communes Phuc Son, Hong Quang and Minh Quang. Ms. Ma Thi Quyen, a cultural and social officer of Minh Quang commune, said: "After the merger, the area became larger and the population was larger, so each commune officer had to take on more tasks. To meet the job requirements, we were assigned by the commune to participate in intensive training courses on state management, executive skills, digital transformation, administrative communication... to help officers be more confident when handling work."
According to comrade Ma Van Khap, Secretary of the Minh Quang Commune Party Committee, the commune is promoting training and fostering for cadres. Focusing on arranging and reassigning the cadre team in accordance with each person's capacity and strengths. Assigning the right person to the right job helps promote individual strengths, reduce overlap and waste of human resources. The commune promotes the application of information technology in management and operation. From the electronic document system, online public service portal to software for managing records and population data, all contribute to reducing procedures, improving work efficiency, increasing transparency and people's satisfaction.
Improving the capacity of commune cadres after the merger is not only an immediate requirement but also a long-term task, determining the effectiveness of grassroots government operations in the 2-level local model. When each commune cadre is solid in expertise, dedicated to work and closer to the people, the grassroots government will become more dynamic, transparent and serve the people better.
