Comrade Doan Minh Huan, member of the Party Central Committee, Permanent Deputy Director of the Ho Chi Minh National Academy of Politics attended and delivered the opening speech.
Attending the opening ceremony were comrades: Pham Tat Thang, member of the Party Central Committee, Deputy Head of the Central Propaganda and Mass Mobilization Commission; Le Khanh Toan, Deputy Head of the Party Central Committee Office; representatives of leaders of Central Party Committees; leaders of the Ho Chi Minh National Academy of Politics.
The opening ceremony was held directly at the Ho Chi Minh National Academy of Politics and online to all connection points in communes, wards and special zones nationwide. This is the third class organized by the Academy after the 2-level local government model came into operation.
Speaking at the ceremony, comrade Doan Minh Huan affirmed that after more than 4 months of operation, the 2-level local government apparatus has gradually become orderly, clearly promoting efficiency, demonstrating the correctness of the Party's major policies, receiving consensus and support from the people, transforming the state from centralized management to the state of centralized development creation, serving the people better.
In particular, the Party building committees, the Fatherland Front and socio-political organizations have advised the Standing Committee and the Party Executive Committee at the commune, ward and special zone levels to lead and direct the comprehensive implementation of Party building work, political system building and socio-economic development; successfully organized Party congresses, deployed the organization of congresses of the Fatherland Front and socio-political organizations at the commune level; thoroughly grasped and implemented the leadership and direction documents of the higher-level Party Committees; ensured political security and social order and safety in the communes, wards and special zones.
Comrade Doan Minh Huan said that the revolution of streamlining the organizational apparatus is a revolution of changing thinking with new vision and awareness. This sets new requirements for the team of cadres and civil servants at the commune level in terms of knowledge, skills and working attitude, in order to be able to meet the requirements of the volume and nature of work of the commune, ward and special zone governments according to the new model.
Therefore, it is extremely urgent to train and update knowledge and skills for cadres at commune, ward and special zone levels to grasp policies, regulations and guidelines in organizing implementation and resolving difficulties and problems arising from grassroots practices, in order to ensure that Party committees, authorities, the Fatherland Front and political organizations at the grassroots level operate stably, smoothly, with quality, effectiveness and efficiency.
Comrade Doan Minh Huan said that the Ho Chi Minh National Academy of Politics has proactively and actively coordinated with agencies and units to develop training program content that is scientific, modern, updated and practical.
With the meaning and importance of the training program, comrade Doan Minh Huan asked the trainees to promote their sense of responsibility, overcome difficulties, participate actively, creatively, and discuss; make the most of every opportunity to exchange knowledge, skills and practical experience with the reporters and trainees, and fully grasp the content of the training program.
During the 2 days, the trainees were directly compiled and presented by reporters with in-depth professional knowledge and rich practical experience on the following topics: thinking, leadership vision, and management of commune-level Party Committees in the current period; new issues: inspection and supervision work; organization and personnel work; propaganda and mass mobilization work; internal affairs work, prevention and combat of corruption, waste, and negativity of current Party Committees of communes, wards, and special economic zones; some issues on strengthening the leadership of commune-level Party Committees in 2-level local governments; commune-level Party Committees' leadership in socio-economic development, security and defense; digital transformation in Party building work in communes, wards, and special economic zones today...
The training program is designed in an open structure, emphasizing practicality and application capacity of learners. Instead of focusing on theory, the topics focus on analyzing specific situations, group discussions, and drawing lessons from management practices at the grassroots level. Thereby, learners are not only equipped with new knowledge but also form flexible and sharp thinking, adapting to the requirements of innovation in management at the commune, ward, and special economic zone levels in the current context.
