After one and a half years of implementation, the People's Committee of Chi Lang district and the investor have cleared 10.2/16.8 hectares of land; the Provincial People's Committee has allocated land for the enterprise to implement the project with an area of nearly 8 hectares.
Mr. Lo Thoi Nhuan, Director of HCL Company Limited, said: The project enterprise has completed construction procedures according to regulations and directed contractors to focus on mobilizing maximum equipment and machinery, taking advantage of favorable weather conditions to speed up the construction progress of items associated with ensuring environmental sanitation and labor safety. At the same time, the company also closely coordinated with the People's Committee of Chi Lang district to carry out site clearance for the remaining area of the project.
To date, the contractor has excavated 2.3/3.51 million m3 of the entire project, equivalent to 65% of the total volume. The contractor is reviewing the volume, tasks and rebuilding the construction plan, striving to complete the excavation to the design level by the end of 2025 according to the site clearance schedule.
The urban area project in the Southeast of Dong Mo town was started at the end of September 2023 and is expected to be completed in 2028. The project is invested by a consortium of investors: Chi Lang Infrastructure Investment and Construction Joint Stock Company and BGI Group Joint Stock Company. Mr. Ngo Van Quang, Construction Manager, Kim Phuc Bao Group Joint Stock Company said: To speed up the construction progress, the company has mobilized 50 cars, 8 excavators, 4 bulldozers and organized 3 continuous shifts of excavation. The unit sets a goal of completing 100% of the project excavation volume to the design level for the clean ground area by the end of 2025.
Along with that, the contractor is also preparing conditions to construct the resettlement area by the end of May 2025, serving the site clearance work for the residential land area of the project.
Regarding the resettlement area construction item, Mr. Lo Thoi Nhuan, Director of HCL Company Limited, added: Implementing the direction of the Provincial People's Committee for the project, in October 2025, the construction of the resettlement area must be completed to accommodate households whose land is recovered in the project, the project enterprise is ready to deploy the construction of the technical infrastructure system of the resettlement areas, the construction and installation work is expected to be deployed in early June 2025. In addition, the project enterprise also proposed that the People's Committee of Chi Lang district urgently develop specific land prices and speed up the implementation of site clearance for the remaining area in 2025.
It is known that there are 3 land plots planned in the project to build 24 resettlement lots with a total area of nearly 5,000 m2 (each lot is on average 80 to 90 m2 wide) to accommodate households whose land is recovered.
Regarding the project site clearance, Mr. Phung Van Nghia, Chairman of the People's Committee of Chi Lang district, said: For the area of nearly 7 hectares that has not been counted, compensation and resettlement support will be carried out according to the provisions of the Land Law 2024. Currently, the People's Committee of the district is developing specific land prices and is expected to complete the development of specific land prices by early June 2025, at which time there will be enough conditions for counting and making compensation plans according to regulations.
According to the report of the Steering Committee for the implementation of key projects of the Provincial People's Committee, since the urban area project in the Southeast of Dong Mo town was started, the investor has disbursed more than 105 billion VND. Regarding the plan from mid-May to the end of 2025, the investor strives to disburse an additional 30 billion VND for the construction of technical infrastructure for the resettlement area, other items and payment of compensation plans approved by the State for the area of nearly 7 hectares that have not been cleared. In addition, the unit also arranges enough funds to fulfill financial obligations for the area that the Provincial People's Committee has allocated land with land use fees.
With the determination and determination in implementing the project of the investor, the shape of the new urban area project in the Southeast of Dong Mo town is gradually becoming clear. The project not only helps the urban area of Dong Mo town have a new look on the development path but also contributes significantly to promoting the economic growth of the province in 2025 and the following years.
