Share difficulties, stabilize life
Before 2006, Ca Nang was only 7 km from the district center. To implement the large-scale resettlement of Son La hydropower plant, the center of Quynh Nhai district moved to Muong Giang commune (now Muong Giang town), so Ca Nang became the commune farthest from the district center. Along with that, from 2006-2009, nearly 400 households of Ca Nang commune had to move up above the flood level 218, so people no longer had fields and fields to produce, and had to clear and replant from the beginning.
Mr. Lo Van Choi, 73 years old, Ca Nang village, recalled: When moving up, the village's fields were flooded, so people renovated the fields along the stream, leading water to grow rice. The fields that were previously abandoned were reclaimed to grow corn and cassava. People worked together to have a stable and better life.
Now, to travel from the center of Quynh Nhai district to Ca Nang commune, there are two ways: take a boat from Pa Uon wharf or follow National Highway 279 and turn onto Provincial Road 107, passing through Pa Ma Pha Khinh commune, Muong Chien, with winding roads and many long steep sections that take more than 3 hours. Therefore, the trade of goods is not convenient. In 2015, the poverty rate of the commune was still over 20%.
Mr. Lo Van Dai, Chairman of the People's Committee of Ca Nang Commune (2006-2011), recalled: When we first started moving out of the flooded area, the lives of the people in the commune were very difficult. With the attention of the Party and the State, the people were supported by resettlement policies, especially infrastructure, roads, electricity grids, schools, and medical stations. Life began to take shape and gradually stabilize, and people felt secure with their new lives.
For nearly 20 years, people in villages that did not have to move from the flooded area have shared their food and clothes, and hardships with resettled people. The people of Ca Nang commune are united and join hands to build an increasingly stable life.
Opening the way for economic development
After 5 years of returning to Ca Nang, I felt that the appearance and life of the people had changed significantly. Rural roads were concreted, connecting villages with villages. Commune headquarters, schools and many houses of the people were built spaciously.
In the conversation with the Chairman of the People's Committee of Ca Nang Commune, we heard a lot about the economic activities of the people with diverse models. A typical model is the model of bringing medicinal plants to plant under the forest canopy.
As evidence for the story, the Chairman of Cam Van Chun Commune People's Committee led us up a long slope to the forest area for medicinal plants in Pa Lo village. Under the forest canopy, the millennium trees grow well. The Chairman of the Commune People's Committee introduced: This is one of the millennium trees planted under the forest canopy of Nhan Thuan Cooperative, and is also the first medicinal plant growing model in Ca Nang commune. With more than 10,000 hectares of forest assigned to the people for protection, growing medicinal plants under the forest canopy is a suitable economic model, helping people take advantage of forest land for production, combining forest protection and increasing income.
Mr. Lo Van Chau, Pa Lo village, was the first person to bring the millennium plant to plant, and is also the founder and Director of Nhan Thuan Cooperative, sharing: Initially, I planted 7 hectares of millennium plant, after 3 years harvested 30 tons of fresh tubers, sold for 5,500 - 6,000 VND/kg. Seeing that this medicinal herb is easy to grow, easy to care for, has a stable output, and supply cannot meet demand, I promoted and mobilized some households in the village to establish a cooperative, registered to plant millennium plant. Up to now, it has grown to 50 hectares. Currently, the cooperative is actively breeding and supplying to people, with the goal of developing an additional 100 hectares in 2026.
In addition, Nhan Thuan Cooperative also implemented a model of raising spiny soft-shell turtles with a scale of 2,000 animals. This is a pilot model for replication for local development. Along with that, in the commune, there are many thriving economic models, such as: Preserving the Pom sticky rice variety, growing black canarium, raising green-necked ducks... being replicated in Ca Nang, promising to bring a stable source of income for many families.
Mr. Cam Van Chun, Chairman of the People's Committee of Ca Nang Commune, added: After nearly 20 years of relocation, now, people in the commune maintain over 600 hectares of crops on the fields; actively raise over 5,500 livestock, 72 fish cages for sale. The greatest joy is that the average income of people reaches 45 million VND/person/year, the poverty rate has decreased to only 6.6%.
Efforts to build new rural areas
Through the 2021 review, Ca Nang commune has only achieved 4/19 new rural criteria. The Party Committee and government of Ca Nang commune have implemented specific solutions, with high determination, actively propagating and mobilizing the consensus of cadres, party members and people to participate in building new rural areas.
Mr. Dieu Chinh Hai, Secretary of the Party Committee of Ca Nang Commune, said: To achieve the goal of building a new rural area, the commune determined to take advantage of State capital along with mobilizing internal resources from the people to carry out difficult tasks, especially the hardening of rural roads. After active propaganda, people clearly understood the meaning and benefits of the new rural area building program, so they agreed and actively responded.
From 2021 to present, Ca Nang has invested more than 27.7 billion VND to build new rural areas, of which people contributed more than 1 billion VND; hardening nearly 13 km of concrete roads within the village, more than 18 km of roads within the fields; repairing and upgrading 16 irrigation works, 7 cultural houses, 6 domestic water works. Up to now, 100% of commune roads, more than 90% of village roads have been hardened, ensuring convenient travel for people in all four seasons. Currently, there are more than 2 km of village roads that need to be hardened, people agree to contribute labor, materials and counterpart funds, waiting for cement support from the State's capital to complete this road this year.
The economy is developing, the new rural appearance is improving, the health andeducation sectors are interested and invested. Although it is a remote commune of the district, the two schools of Ca Nang commune have been recognized as meeting national standards. The commune has achieved universal primary education level 3, universal secondary education level 2. The employment rate of people of working age is nearly 90%...
At the end of 2024, Ca Nang commune was recognized as meeting the new rural standards, which is a concrete proof of the rise and efforts to change of the people here. The people have persistently stuck to their land and villages, agreed, united, and joined hands to build a good life on their homeland.
