Specifically, the country has 28 provinces and 6 centrally-administered cities. There are 19 provinces and 4 newly formed cities after the reorganization, including: Tuyen Quang, Lao Cai, Bac Kan, Phu Tho, Bac Ninh, Hung Yen, Ninh Binh, Quang Tri, Quang Ngai, Gia Lai, Khanh Hoa, Lam Dong, Dak Lak, Dong Nai, Tay Ninh, Vinh Long, Dong Thap, Ca Mau, An Giang, Hai Phong City, Da Nang City, Ho Chi Minh City, and Can Tho City.
Eleven provinces and cities remain unchanged: Cao Bang, Dien Bien, Ha Tinh, Lai Chau, Lang Son, Nghe An, Quang Ninh, Thanh Hoa, Son La, and Hanoi and Hue.

In 34 provinces and cities, the National Assembly unanimously agreed to consolidate the entire natural area and population of Binh Dinh and Gia Lai provinces into a new province called Gia Lai. After the consolidation, Gia Lai province has a natural area of 21,576.53 km2 and a population of 3,583,693 people. Gia Lai province borders Dak Lak province, Quang Ngai province, Cambodia, and the East Sea.

The National Assembly assigns the Government, People's Councils, People's Committees of provinces and cities as stipulated in Article 1 of this Resolution, and relevant agencies and organizations the responsibility to organize the implementation of this Resolution; to reorganize and consolidate the organizational structure of local agencies and organizations; to support and promptly resolve difficulties and obstacles faced by officials, civil servants, public employees, and workers affected by the reorganization; and to ensure social security, the legitimate rights and interests of citizens and businesses, as well as the requirements of socio-economic development, national defense, and security in the area.
The Government and central ministries and agencies are responsible for guiding and promptly addressing issues arising during the process of reorganizing provincial-level administrative units and consolidating the organizational structure of local governments at all levels to implement the two-tiered local government model.
The Standing Committee of the National Assembly, the National Council, the Committees of the National Assembly, the National Assembly delegations, and individual National Assembly deputies, within the scope of their duties and powers, are responsible for supervising the implementation of this Resolution.
