Speaking at the ceremony, Prime Minister Pham Minh Chinh stated: Over the years, the Party and State have always paid attention to the issue of housing for people, especially promoting the development of social housing for low-income people and workers in industrial zones. However, state budget resources are limited, and resources must be allocated to other priorities. Therefore, it is necessary to build institutions, mechanisms, and policies, pay attention to planning, mobilize resources for social housing construction, and learn from experience while doing it, in the spirit of promoting public-private partnership, with public investment leading private investment.

Along with that, ministries and branches must continue to research and perfect mechanisms and policies; localities must proactively and actively participate; investors must promote the spirit of mutual love and affection; industrial parks, export processing zones, urban areas, places with many workers and low-income people must contribute ideas to build and perfect regulations.

The Prime Minister noted that policies must be synchronous to solve the housing difficulties for workers and low-income people; it is necessary to support both builders and users of social housing, including the forms of buying, renting and leasing houses. "Settling down is the only way to have a career. Building social housing and housing for low-income people is a major policy of the Party and State. We must join hands and find the most effective solution to build 1 million spacious, beautiful social housing apartments, ensuring environmental hygiene, affordable prices, suitable for low-income people," the Prime Minister said.

The Prime Minister requested Bac Giang and other localities to continue to pay attention to and do well the planning, land allocation, and implementation of social housing projects with synchronous institutions in culture, sports, society, environment, etc. to create the best conditions for workers; effectively use the 120 trillion VND credit package for social housing and housing for low-income people. The Bank for Social Policies creates favorable conditions, promotes and mobilizes workers and low-income people to access loans to buy social housing.
