Mr. Ho Tan Minh, Chief of Office of the Department of Education and Training of Ho Chi Minh City, said that the Department is collecting opinions from experts, schools, teachers, and parents on the conditions for organizing extra classes to advise the People's Committee of Ho Chi Minh City to issue regulations on extra classes.
This includes the condition that tutoring facilities will not be allowed to operate after 8 p.m. to ensure students' health.
According to Mr. Minh, Ho Chi Minh City is a large city, often experiencing traffic jams during rush hour. Students leave school at 4:00-5:00 p.m. After that, they need to have enough time to travel home, eat, and then go to the extra-curricular center if needed. Currently, many schools in Ho Chi Minh City have implemented two sessions per day. Thus, students are at school all day. If they have extra classes, they need to do so in moderation, ensuring their health. It is reasonable that extra classes end before 8:00 p.m.
Also today, April 11, the Department of Education and Training of Ho Chi Minh City launched and put into operation the management system for extra teaching and learning in accordance with the regulations of Circular 29 issued by the Ministry of Education and Training at the address: dtht.hcm.edu.vn.
After nearly 2 months, since Circular No. 29 regulating extra teaching and learning issued by the Ministry of Education and Training, effective from February 14, the Department of Education and Training of Ho Chi Minh City has launched the information portal for managing extra teaching and learning at the address: dtht.hcm.edu.vn.
Through the management portal for extra teaching and learning, the Department of Education and Training of Ho Chi Minh City will monitor and manage extra teaching and learning activities according to regulations. At the same time, the Department of Education and Training plans to compile statistics on violations of extra teaching and learning regulations for each case of teacher and extra teaching and learning center. From there, there will be a form of handling according to regulations.
Local People's Committees manage detailed information of tutoring centers in their areas and supervise the centers' operations, ensuring compliance with regulations.
The tutoring center will organize, register, monitor and manage tutoring activities according to regulations.
The school will monitor and manage information of teachers and students who register for extra teaching and learning in the school.
In particular, parents of students will be able to learn and register for online tutoring at licensed facilities through the tutoring portal.
