On the morning of July 18, the working delegation of the Standing Committee of Lam Dong Provincial Party Committee led by Comrade Bui Thang, Deputy Secretary of the Provincial Party Committee, worked with the leaders of B'Lao Ward and Ward 2 of Bao Loc.

B'Lao Ward was merged from B'Lao Ward, Loc Son Ward and Loc Nga Commune (old Bao Loc City). The ward's Party Committee currently has 71 affiliated party cells, with 1,400 party members.

After officially going into operation under the two-level government model, cadres, civil servants and public employees have deployed tasks to make the apparatus operate stably and effectively.

The socio -economic development targets were implemented by B'Lao ward according to the set plan. The operation of the Public Administration Service Center was ensured to be smooth and effective, bringing trust and satisfaction to the people. However, some procedures related to land, business registration, tax, justice, etc. encountered many difficulties due to lack of synchronization and lack of connection of procedures.

Regarding the organization of the Party Congress at the commune level, up to now, B'Lao ward has basically prepared all documents, visual decorations, propaganda and related tasks to organize the congress.

Ward 2 Bao Loc was established on the basis of merging Ward 2, Dam Bri Commune (old Bao Loc City) and Loc Tan Commune (old Bao Lam District). The ward Party Committee has 77 affiliated party organizations, with 1,818 party members.

During the 17 days of operating the new commune-level administrative unit, the tasks of socio-economic development, national defense and security were effectively implemented by the locality. The Public Administration Service Center of Ward 2, Bao Loc received and processed 260/279 records according to the decentralized authority, reaching a rate of nearly 94%.

The ward is preparing and organizing to ensure the first ward Party Congress takes place successfully in accordance with the direction of the Provincial Party Committee.

Therefore, it requires the Party Committees and authorities of the two wards to direct and effectively implement the tasks of socio-economic development, Party building, political system, and ensuring national defense and security in the new situation.

For the task of operating the two-level government, the two wards must focus on building a Public Administration Service Center that operates more professionally, effectively and smoothly. Localities must take the motto "close to the people, close to the people" to ensure the satisfaction and trust of the people when coming to resolve administrative procedures.

To gain people's trust and satisfaction, in addition to improving professional qualifications, the two wards must pay special attention to and thoroughly educate officials and civil servants about their attitude in serving the people. They must always be cheerful when welcoming and guiding people to their places during the process of carrying out administrative procedures. In case officials and civil servants are found to have an incorrect attitude, they must promptly correct them to set an example.

Regarding difficulties and problems in the operation of commune-level government, especially the Public Administration Service Center and degraded headquarters, localities should promptly synthesize and make recommendations to provincial departments and branches for consideration and resolution.
