Sand mining businesses cover cameras with corrugated iron, tax collection difficult, government promises to 'check'

With a total exploitation capacity of more than 200,000m³ and an average tax and fee of 70,000 VND/m³, sand mining enterprises on the Krong No River (Dak Nong province) should have to pay more than 14 billion VND per year, but the actual tax paid is much lower.

On June 3, the leader of the Dak Nong Department of Agriculture and Environment said that the province had a meeting, requesting an inspection of the unusual increase in material prices and the sand mining enterprises building corrugated iron fences and opening side roads to avoid surveillance cameras.

Sand mining capacity is over 200,000m³, tax payment is unusually low

According to the Department of Agriculture and Environment of Dak Nong , there are currently 7 sand mining licenses on the Krong No River (Krong No district) issued by the Provincial People's Committee, with a total length of about 39km.

In Quang Phu commune, there are 4 operating enterprises including: Van Hong Private Enterprise, Hai Khanh Ngan One Member Co., Ltd., Quang Phu Mineral Exploitation Company Limited, Phuoc Loc KTKS One Member Co., Ltd.

The remaining enterprises are distributed in Dak Nang, Duc Xuyen, Nam N'Dir and Buon Choah communes.

The total licensed exploitation capacity is 205,000m³/year. However, from 2021 to April 2025, the total tax and fee paid by businesses is only about 25 billion VND.

Of which, Xuan Binh Company Limited (40,000m³/year) paid 8.47 billion VND; Phu Binh Company Limited (similar capacity) paid 6.13 billion VND. Quang Phu Mineral Exploitation Enterprise (20,000m³/year) paid 6.52 billion VND, and Van Hong Private Enterprise (15,000m³/year) paid 3.82 billion VND.

Recent declarations by enterprises show that actual exploitation output is very low. In the first 4 months of 2025, Xuan Binh exploited 4,300m³ (11% of capacity), paying nearly 180 million VND; Phu Binh 2,200m³ (6%), paying nearly 111 million VND; Van Hong 1,700m³ (9%), paying about 98 million VND...

Tax authorities say it is difficult to verify.

Mr. Le Van Thuong - an officer of the Krong No Residential Tax Team - said that each sand mining enterprise must pay many types of taxes and fees such as: resource tax, environmental protection fee, VAT, corporate income tax, land rent and mining right fee.

According to the decision of the competent authority, the tax rate for sand is 200,000 VND/m³. With a tax and fee rate of about 70,000 VND/m³, if 7 enterprises licensed by Dak Nong province exploit at full capacity, the amount of tax to be paid each year will be over 14 billion VND. But in total, 7 enterprises from 2021 to now have paid a total of less than 30 billion VND in taxes.

Although the tax is declared at a low level, the actual price of sand has reached 700,000 - 800,000 VND/m³, in some places in Gia Nghia City and Dak R'lap, it is resold at 1.3 - 1.4 million VND/m³.

"Businesses still issue valid invoices, so it is very difficult to verify. If we want to investigate whether they are selling at high prices but declaring low prices, the police must get involved," said Mr. Thuong.

At the same time, landslides on the banks of the Krong No River are still occurring seriously, especially in the communes of Quang Phu, Duc Xuyen, and Nam N'Dir, where many sand mining sites are concentrated.

Before 2017, Dak Nong and Dak Lak provinces had to compensate for hundreds of hectares of eroded land. In fact, there were businesses caught red-handed dredging sand near people’s fields. Statistics from Dak Lak authorities show that more than 150 hectares of eroded riverside land have not been compensated.

Meanwhile, Mr. Tran Dang Anh - Vice Chairman of the People's Committee of Krong No district - said that the district has approved a support plan for more than 130 hectares of landslide and flooded land, but has not yet implemented it because there is no clear legal basis.

"The district has proposed that the province soon issue guidelines and add regulations to bind businesses' responsibilities if their activities cause landslides or damage to infrastructure," said Mr. Anh.

Will check the erection of corrugated iron fences and opening of side roads to avoid supervision

Mr. Vo Van Minh, deputy director of the Department of Agriculture and Environment, said that the camera surveillance system at sand gathering sites in Krong No will operate from December 25, 2024 to control exploitation and limit resource loss.

"The province has held a meeting and will investigate the unusually high price of sand as well as the fact that four enterprises, Xuan Binh, Phu Binh, Quang Phu and Van Hong, have erected corrugated iron fences to block the entrances and built side roads to avoid cameras," said Mr. Minh.

Mr. Nguyen Van Huan, captain of the Cu Jut - Krong No Tax Team, said the tax sector still supervises but mainly relies on businesses self-declaring.

"Only when there is inter-sectoral coordination will there be surprise inspections or the police get involved," said Mr. Huan.
