Partners commit to early delivery of aviation equipment to passenger terminal

After the working sessions of the working delegation of Vietnam Airports Corporation (ACV), the partners supplying aviation equipment for Component Project 3, Long Thanh International Airport Construction Investment Project Phase 1 all committed to handing over the equipment earlier than the signed contract.

This is an important step in shortening the construction time, basically completing the Long Thanh Airport Project Phase 1 by the end of 2025 as required by the Prime Minister .

Handover before 31-12-2025

In early April, ACV sent a report to Prime Minister Pham Minh Chinh, Deputy Prime Minister Tran Hong Ha, Minister of Finance and the Government Office reporting on the working results of the working group with partners supplying aviation equipment for Component 3 Project, Long Thanh Airport Phase 1.

According to the report signed by ACV Chairman Vu The Phiet, implementing the direction of Prime Minister Pham Minh Chinh requesting ACV and the general contractor to work with equipment suppliers, negotiate, and promote early equipment handover, meeting the basic goal of completing the project in 2025, in March, ACV established a working group to implement the project.

According to ACV, during the working trip, ACV, together with the general contractor IC ICTAS and equipment suppliers, participated in 5 high-level working sessions, 2 factory tours and 1 construction site visit at Hong Kong Airport to assess the actual implementation of the contract between ACV and the Vietur consortium for package 5.10.

According to ACV, package 5.10 for construction and installation of passenger terminal equipment is the "heart" and progress gantt line of the entire Long Thanh Airport Project Phase 1. In order to shorten the progress of the passenger terminal, IC ICTAS (general contractor for passenger terminal equipment and the leading unit of the Vietur consortium constructing package 5.10) has developed a plan to hand over passenger terminal equipment systems soon. Therefore, IC ICTAS has proposed a direct working program with aviation equipment system suppliers for the passenger terminal including: Vanderlande (BHS baggage handling system), M8M (baggage conveyor system), Rapiscan Systems (HBS checked baggage screening system and SSE hand baggage), Shinmaywa and Honeywell (PBB passenger ramp and VDGS automatic aircraft parking system).

According to the negotiation results, for the BHS baggage handling system (with a steel structure of more than 3,000 tons, an ICS system and a conveyor belt longer than 25km), contractors will complete production in October 2025, 3 months shorter than the signed contract. Delivery and installation will be carried out from March to December 2025, 8 months shorter than the signed contract. Integration, testing and official commissioning will be carried out in June 2026, 5 months shorter than the contract.

For the HBS checked baggage scanner system, contractors will complete production in June 2025, 6 months shorter than the contract; delivery and installation from June to December 2025, 8 months shorter than the contract; integration, testing and official operation in June 2026, 5 months shorter than the contract.

With the SSE portable screening system, contractors will complete production in June 2025, 10 months shorter than the contract; delivery and installation from June to December 2025, 8 months shorter than the contract; integration, testing and official operation in June 2026, 5 months shorter than the contract.

For the PBB passenger ramp system, 40/64 passenger ramps will be completed in December 2025, 2 months shorter than the contract; delivered and installed from July to December 2025, 6 months shorter than the contract; integrated, tested and officially put into operation in June 2026, 5 months shorter than the contract. The remaining 24 passenger ramps will be completed in the first quarter of 2026.

For the VDGS automatic aircraft parking system, the equipment will be completed in April 2025; delivered and installed from April to December 2025, 8 months shorter than the contract; integrated, tested and put into official operation in June 2026, 5 months shorter than the contract.

“Thus, after the negotiation process, the partners committed to providing the entire aviation equipment system in the third and fourth quarters of 2025,” ACV's report stated.

Vietnamese contractors devote all best resources to Long Thanh Airport

In the report, ACV said that right after the business trip with the milestones for handing over aviation equipment before December 31, 2025. At the end of March, ACV organized a meeting with Vietnamese contractors in the Vietur consortium (package 5.10); package 4.7 (aircraft parking and passenger terminal), package 4.8 (internal port traffic infrastructure and technical infrastructure), package 4.9 (aircraft fuel supply) to develop a construction plan to shorten the construction schedule, ensuring the milestones for handing over the site to contractors and equipment manufacturers.

At the meeting, the Vietnamese contractor consortiums were determined and committed to focusing resources to accelerate the project's progress to ensure the milestones for handing over aviation equipment in the third and fourth quarters of 2025.

On the ACV side, the unit will mobilize all groups of experts and engineers with many years of experience and expertise in passenger terminal equipment and runways in the system of 21 airports to quickly participate in the project. Along with that, build a plan to support contractors and equipment manufacturers in the construction, installation and testing of the BHS baggage system and signal systems, and the ILS precision landing system. "The results of negotiations with foreign equipment partners, Vietnamese contractors and efforts to devote all the best resources of 21 airports to the project, the basic goal of completing the Long Thanh Airport Project Phase 1 in 2025, putting it into operation and commercial exploitation in the first half of 2026 is feasible in accordance with the direction of the Prime Minister" - ACV affirmed.

With the expected commercial operation progress of Long Thanh Airport phase 1 in the first half of 2026, the implementation of the construction of the expansion of the Ho Chi Minh City - Long Thanh expressway section of the Ho Chi Minh City - Long Thanh - Dau Giay expressway is very urgent.

The expansion of this expressway section aims to ensure the plan to transfer international flights from Tan Son Nhat Airport to Long Thanh Airport according to the approved exploitation plan to maximize the effectiveness of project investment, increase production and business efficiency, ensure cash flow to repay bank loan interest, avoid wasting investment resources as well as exploitation potential when the project is completed and put into use.
