Main items of Bien Hoa-Vung Tau expressway are on schedule

(Chinhphu.vn) - Minister of Construction Tran Hong Minh requested the Bien Hoa - Vung Tau Expressway construction units to take advantage of the weather to try to construct quickly, meeting the stone mix requirements as soon as possible in as many locations as possible. Any unit that is slow in construction or does not meet the requirements must be replaced immediately to meet the schedule.

On May 21, a working delegation of the Ministry of Construction led by Minister Tran Hong Minh inspected the Bien Hoa - Vung Tau expressway construction site.

Major items are on schedule

Mr. Pham Van Minh, Director of Project Management Board 85 (Ministry of Construction) said that the Bien Hoa - Vung Tau Expressway component 2 project, more than 18km long, through Long Thanh district ( Dong Nai ), has reached 51% of its output, many main construction items are following the schedule, and some locations are waiting for technical infrastructure relocation.

Of which, the embankment volume has been deployed at 1.8 million m3, reaching 75%. Crushed stone aggregate has been gathered at 270,000 m3, reaching 47% and road construction has been completed at 6km, reaching 33%. Asphalt layer has also been constructed at 1.5km (8%), R25 asphalt concrete has been constructed at 1km, C19 asphalt concrete at 0.4km.

Regarding auxiliary works, all 8 civil underpasses and 23 bridges on the route have reached 100% of the plan. Disbursement in 2025 reached 16.3%.

However, according to Project Management Board 85, the biggest difficulty at present is land acquisition, especially technical infrastructure. There are currently 14 high-voltage, medium-voltage and low-voltage power lines that need to be relocated and buried underground. Project Management Board 85 recommends that the locality support early relocation to ensure project progress and completion by the end of 2025.

Component 1 of the Bien Hoa - Vung Tau Expressway, over 16km long, through Bien Hoa City and Long Thanh District, is also accelerating progress with 34 construction sites. Of which, package XL18 has achieved 14.2% output, XL21 has achieved 48.5%, contractors are focusing on filling the foundation, treating weak soil, and building bridges. Regarding materials, 2.385 million m3 of filling soil is needed, currently nearly 1 million m3 are at the construction site serving the construction.

Mr. Ho Van Ha, Vice Chairman of Dong Nai Provincial People's Committee, said that the locality took responsibility for the slow infrastructure relocation before the Minister, and promised to urge units to speed up infrastructure relocation to ensure construction. Currently, Dong Nai has licensed enough land for quarries to serve the construction of the expressway. Provincial leaders regularly inspect, urge, and evaluate the actual situation at the site day and night, especially the site clearance work.

At the construction site, Minister of Construction Tran Hong Minh asked units to take advantage of the weather to try to construct quickly, and respond to stone mix requirements as soon as possible in as many locations as possible.

The site clearance has been carried out for many years but has not been completed, causing difficulties for the construction unit. The Minister suggested that Dong Nai province should speed up the process to hand over the site to the contractor soon and urgently carry out construction to complete the expressway in 2025 as planned.

Regarding contractors, the Minister requested that any unit that is slow in construction or does not meet requirements must be replaced immediately to meet the schedule.

Adjust investment policy

Previously, at the 9th Session on May 19, Minister of Construction Tran Hong Minh presented the Proposal to adjust the investment policy for the Bien Hoa - Vung Tau Expressway construction project, phase 1.

According to the proposal to adjust the investment policy for the Bien Hoa - Vung Tau expressway construction project phase 1, the total investment is proposed to increase by VND3,714 billion, from VND17,837 billion to VND21,551 billion.

Specifically, component project 1 increased from 6,240 billion to 6,693 billion VND; component project 2 increased from 6,407 billion to 7,642 billion VND; component project 3 increased from 5,190 billion to 7,216 billion VND.

Minister Tran Hong Minh said that during the project implementation process, the arising costs of compensation, support, resettlement and construction costs are two factors that change the total investment of the project. Of which, the total cost of compensation, support and resettlement of the project is expected to be about 9,856 billion VND, an increase of 3,227 billion VND compared to the original plan.

The reason is that during the site clearance process, the volume and structure of the affected land areas were measured, counted and re-calibrated; the volume and cost of technical infrastructure relocation were re-calibrated; the compensation unit price in the two provinces where the project passes through at the time of land acquisition compared to the plan was changed; and a different level intersection was added to connect with My Xuan - Ngai Giao road (DT991).

Regarding construction costs, it is expected to increase by VND 487 billion, from VND 11,208 billion to VND 11,695 billion, because during the implementation process, investors of component projects have conducted detailed surveys of terrain, geology, hydrology and reached agreements with relevant infrastructure management agencies according to regulations, on that basis, design solutions are optimized (soft soil treatment, bridge design...) to suit actual conditions, stability and safety in exploitation; fluctuations in unit prices of materials, labor, construction machinery at the time of preparation and approval of technical design documents and project estimates in 2023 compared to the time of preparation of investment policies.

In addition, the construction cost increased due to additional investment in vehicle load testing according to prescribed standards; adding a different level intersection connecting with My Xuan - Ngai Giao road.

Bien Hoa - Vung Tau Expressway is invested with a total length of nearly 54km. The starting point is at the National Highway 1 bypass in Bien Hoa City, Dong Nai Province. The ending point is at National Highway 56 in Ba Ria City, Ba Ria - Vung Tau Province.

The project is divided into 3 component projects. Of which, component project 1 (Km 0+000 - Km 16+000) is 16km long in Dong Nai province, investing in a scale of 4 lanes.

Component project 2 (Km 16+000 - Km 34+200) is more than 18km long in Dong Nai province, investing in a scale of 4 - 6 lanes (depending on each section).

Component project 3 (Km 34+200 - Km 53+700) is 19.5km long and located in Ba Ria - Vung Tau province, with a scale of 4 lanes.

According to plan, the project will be basically completed in 2025 and put into synchronous operation in 2026.
