Southeastern provinces accelerate disbursement of public investment capital

(PLVN) - The Southeast region - the country's key economic region - is entering a phase of accelerating public investment disbursement in 2025. With the goal of achieving at least 70% of the disbursement rate assigned by the Prime Minister by the end of the third quarter (August 31, 2025), the disbursement rate is expected to reach 70% of the plan assigned by the Prime Minister, localities in the region are implementing many strong and drastic solutions. However, the road ahead still has many challenges to overcome.

Disbursement rate is still low, the big "bottleneck" is site clearance

According to records, by the end of May 2025, the progress of public investment disbursement in the Southeast provinces was still quite modest compared to the set target. According to the Ministry of Finance , by the end of May 2025, the average rate of public investment disbursement nationwide had only reached 22.2%. The Southeast provinces, despite having many development advantages, have not yet exceeded this average level.

In particular, Ba Ria - Vung Tau is currently the locality with the highest disbursement rate in the region. According to the Department of Finance of Ba Ria - Vung Tau province, the total public investment capital plan for 2025 assigned by the Prime Minister is nearly 13,840 billion VND. The total local capital source is determined to exceed 36,730 billion VND, of which 27,180 billion VND has been allocated, reaching 74% of the total source. By May 31, Ba Ria - Vung Tau province had disbursed more than 6,280 billion VND (23.12%), higher than the national average. However, more than 9,550 billion VND has not been allocated because a number of large projects have not completed investment procedures.

Dong Nai is the fourth largest economic locality in the country, assigned more than 16,600 billion VND in public investment capital in 2025. As of May 8, Dong Nai province has only disbursed about 1,800 billion VND, reaching more than 11%. The main reasons are slow site clearance, lack of filling materials, and obstacles in adjustment procedures. A series of key projects are facing difficulties such as Bien Hoa - Vung Tau Expressway, Ho Chi Minh City Ring Road 3, Ca Ron Lake (Dinh Quan District), Dong Nai River embankment, Huong Lo 2 extension, Cai River road, Nuoc Trong stream drainage system (Long Thanh District), Cai Stream flood control project (Long Khanh City), Cai Cau canal dredging project, Bien Hoa City central axis road project. In addition, newly started projects are still in the design stage, completing investment procedures, so they cannot be disbursed quickly.

Binh Duong is the locality with the clearest acceleration roadmap. Binh Duong province is implementing a 100-day emulation campaign for disbursement, aiming for 50% by June 30 and 70% by August 31. Currently, Binh Duong is focusing on disbursing for key projects without problems such as the Ho Chi Minh City - Chon Thanh Expressway, Ong Danh Canal flood control project, and Cay Truong Industrial Park. In the remaining provinces such as Binh Phuoc, Tay Ninh, Binh Thuan, etc., the disbursement rate ranges from 15 - 18%. These provinces have identified the key task in the third quarter as promoting key transport, infrastructure, and industrial park projects.

Through a general review, the biggest “bottleneck” in the entire region is still site clearance. Many projects have not yet been handed over clean land, leading to delays in construction and payment. In addition, problems with investment procedures, policy adjustments, and lack of specialized personnel are also affecting disbursement progress.

In order to realize the 70% target, the Southeast provinces are launching a high-profile campaign, with strong direction from the province to the district. At the meeting on June 7, Chairman of the People's Committee of Ba Ria - Vung Tau province Nguyen Van Tho emphasized that departments, branches and localities must synchronously deploy solutions, speed up investment policy approval, adjust capital from slow-moving projects to projects with good progress, and focus on completing 42 key projects. Mr. Tho requested drastic actions every day to speed up procedures and speed up construction.

In Dong Nai, on May 16, Vice Chairman of the Provincial People's Committee Ho Van Ha launched a 45-day and night peak to accelerate disbursement. Mr. Ha emphasized that by June 30, Dong Nai must be in the top 10 localities with the highest disbursement. Units must proactively remove land acquisition and clearance issues, coordinate with the Department of Finance to adjust capital plans. In addition, Mr. Ha also directed localities to review the list of new construction packages and work with contractors to implement construction in 3 consecutive shifts to speed up progress.

Binh Duong, under the direction of Chairman of Binh Duong Provincial People's Committee Vo Van Minh, requested each department, branch, and locality to commit to specific progress, complete land valuation, and compensation before June 30, 2025 for key projects. Binh Phuoc, Chairman of Binh Phuoc Provincial People's Committee Tran Tue Hien directed to prioritize capital for projects with high disbursement potential, focusing on reviewing site clearance in key areas such as Dong Phu - Binh Duong Expressway. Tay Ninh is also focusing on removing obstacles for Moc Bai - Ho Chi Minh City Expressway and the Northern Industrial Park. Binh Thuan also directed to focus on site clearance for coastal routes, key tourism and logistics projects.

Big challenge but doable with concerted action

Through analysis, it can be seen that some localities such as Binh Duong and Ba Ria - Vung Tau have the potential to reach or approach the 70% mark by the end of the third quarter. Dong Nai, if the 45-day and night campaign is effective and key projects are quickly cleared of land acquisition and clearance, can completely accelerate strongly. Binh Phuoc, Tay Ninh, and Binh Thuan, if they proactively adjust their capital plans and clear land acquisition and clearance, will contribute to raising the overall level of the whole region. However, for the whole region to reach the 70% mark, the Southeast provinces must maintain a continuous disbursement rate in June, July, and August, with land acquisition and clearance being the decisive factor.

The final stretch is very hot. Will the Southeast region “reach the finish line” as expected? The answer will depend on the determination, synchronization and high responsibility of each level of government and each investor in the next two peak months.
