Administrative reform, promoting investment attraction

The model of one-level Public Administration Service Center under the Provincial People's Committee operates stably.

As one of the first 5 localities in the country to be allowed by the Government to pilot the construction of a one-level Public Administration Service Center model under the Provincial People's Committee, Quang Ninh has gradually perfected the model. Up to now, the Center has been stable and promoted its role as a centralized, interconnected, and synchronous focal point in handling administrative procedures. Along with that, the province has proactively reviewed and rearranged sectors and fields, and reorganized service counters in a comprehensive, convenient, and suitable direction for the characteristics of each sector and locality. The time to handle administrative procedures has been reduced by 30-50%; the rate of correct and timely handling has reached 99.9%, of which 72% of records have been processed ahead of schedule.

According to Ms. Nguyen Hai Van, Director of the Provincial Public Administration Service Center, transferring the function of controlling administrative procedures from the Provincial People's Committee Office to the Center not only helps improve the accuracy when submitting procedures for announcement, but also creates more favorable conditions for receiving, processing and monitoring the implementation process.

Not only improving the process, the province also pays special attention to rearranging the administrative apparatus in a streamlined and efficient manner. The new agencies after the merger quickly went into stable operation, ensuring no interruption of state management functions; no impact on people's lives and production and business activities. The two-level local government model continues to be implemented according to the roadmap. The arrangement of commune-level administrative units is carried out methodically and scientifically , receiving high consensus and unity from the people.

Notably, the implementation of Resolution No. 57-NQ/TW of the Politburo on innovation of the organization of the political system at the provincial and district levels is being vigorously implemented in Quang Ninh. The model of "Digital Education for All" - helping people easily access digital transformation knowledge, is gradually spreading widely to all classes. Departments, branches and localities have closely coordinated to support businesses to improve their capacity to apply science and technology, promoting digital transformation in production and business.

Song Khoai Industrial Park (Quang Yen Town) currently attracts 21 investors from many countries and territories, with a total registered capital of 3 billion USD.

The province also pays special attention to supporting investors. Thereby, difficulties and problems of enterprises are handled quickly, preventing prolonged stagnation, helping the investment environment become more open and transparent. By the end of the first quarter of 2025, the total foreign direct investment (FDI) capital in the province reached more than 167 million USD, equal to 122.5% compared to the same period last year. This shows the growing confidence and interest of international investors.

Ms. Le Ngoc Tram, Sales Director of Amata Ha Long Urban Joint Stock Company - the infrastructure investor of Song Khoai Industrial Park (Quang Yen Town), said: Up to now, Amata has attracted 21 investors from many countries and territories, such as Hong Kong, Taiwan, Japan, Korea and European countries, with a total registered capital of 3 billion USD. We expect this number to continue to increase in 2025.

The Department of Home Affairs met with businesses and investors in Song Khoai Industrial Park (Quang Yen Town) to coordinate in solving labor needs.

In addition to attracting investment, the province has also proactively solved the problem of labor resources. Mr. Vu Quang Truc, Deputy Director of the Department of Home Affairs, said: Currently, the Department has recorded a need to recruit more than 16,000 workers at different levels. The Department is coordinating with localities to support businesses in recruiting, and is considering the option of attracting more workers from outside the province.

The proactive and drastic administrative reform, governance modernization and improvement of the transparent and favorable investment environment are the solid foundation for Quang Ninh to continue to maintain stable and sustainable growth. With a systematic, synchronous and flexible approach, Quang Ninh continues to affirm itself as an attractive destination for investors and businesses and a model of reform and development in the Northern region.
