Currently, the whole province has 1,823 administrative procedures under the jurisdiction of State administrative agencies at 3 levels of government (province, district, commune), of which the provincial level has 1,448 administrative procedures, the district level has 267 administrative procedures, and the commune level has 108 administrative procedures. The total number of administrative procedures implemented under the one-stop and one-stop mechanism is 1,603 procedures, of which the provincial level has 1,285 procedures, the district level has 226 procedures, and the commune level has 92 procedures.
Realizing the role and significance of administrative procedure reform, in recent times, the Provincial People's Committee has focused on leading and directing agencies and units from the provincial to grassroots levels to effectively implement the work of controlling and reforming administrative procedures. In particular, it is resolute and synchronous right from the direction and operation stage according to the motto of "increasing the application of information technology, increasing responsibility, increasing transparency; reducing costs and reducing the time limit for handling administrative procedures" and according to the principle of "no harassment, no additional documents more than once and no delays".
Ms. Hoang Thi Luan, Deputy Director of the Public Administration Service Center, Office of the Provincial People's Committee, said: Every year, we have advised the Office of the Provincial People's Committee to submit to the Provincial People's Committee to issue documents directing and implementing the work of controlling administrative procedures, reforming administrative procedures, implementing the one-stop shop and one-stop shop mechanism in handling administrative procedures in the province; notifying the Prime Minister's instructions, implementing the Government Office 's dispatches assigning tasks to create synchronization and consistency in the process of implementing tasks. According to the announcement of the Ministry of Home Affairs , in 2024, the province's Administrative Reform Index (PAR INDEX) reached 88.11%, ranked 39/63 provinces and cities, up 2.17% and up 8 places compared to 2023. From the beginning of 2025 to now, the whole province has received 74,411 administrative procedure records and resolved 73,427 records, of which 73,385 records were resolved on time, reaching 99.9%; the rate of records received online accounted for 57.63%. |
In the first quarter of 2025 alone, the Provincial People's Committee and the Chairman of the Provincial People's Committee issued 9 documents and plans; the Provincial People's Committee Office issued 24 documents directing, operating, and organizing the implementation of contents related to the control of administrative procedures, implementation of the one-stop mechanism, inter-connected one-stop mechanism, and implementation of administrative procedures in the electronic environment.
Accordingly, based on the directive documents of the Provincial People's Committee and instructions of the Provincial People's Committee Office, the provincial departments and branches have specified and issued plans for implementation at their agencies and units.
At the district and commune levels, the People's Committees of districts and cities have directed specialized departments and commune-level People's Committees to develop plans, promote the implementation of the one-stop-shop and inter-connected one-stop-shop mechanisms, arrange competent officials and civil servants to strengthen the review and reduce the time limit for handling appropriate administrative procedures; assign officials and civil servants to be in charge of advising on the control and reform of administrative procedures.
Mr. Trieu Thanh Hung, Chief of Office of the People's Council & People's Committee of Loc Binh district, said: Implementing the province's directive documents on administrative procedure reform, every year, we advise the District People's Committee to issue plans, control, reform administrative procedures, implement the one-stop-shop mechanism; plan to review and evaluate administrative procedures. In addition, at the "one-stop" department at the district and commune levels, qualified staff have been arranged to perform the task of receiving and returning results to the people. In addition, we also advise the District People's Committee to strengthen the arrangement and investment in facilities, machinery and equipment to serve the settlement of administrative procedures for the people. Thanks to that, in 2024, Loc Binh rose to 2nd place out of 11 districts and cities in the Provincial Administrative Reform Index ranking, with 89.26%), up 8 places compared to 2023; From the beginning of 2025 to present, 100% of administrative procedure records in the district have been received and processed on time and in accordance with prescribed procedures.
