To raise awareness of local communities about environmental protection and climate change response, propaganda work has been implemented by all levels and sectors in many forms.
In 2024, the Department of Agriculture and Environment promoted the dissemination of solid waste classification at source, limiting the use of plastic bags and disposable plastic products through 5 training courses for monks, nuns, Buddhists, and environmental officers in the districts of Binh Xuyen, Tam Duong and the two cities of Phuc Yen and Vinh Yen; launched 2 dissemination campaigns for primary schools in the two districts of Binh Xuyen and Tam Dao; deployed 2 models of solid waste classification at source in the two districts of Vinh Tuong and Yen Lac; responded to environmental events and launched and organized the Environmental Sanitation Launch Ceremony, collecting waste at Ba Thien II Industrial Park.
Along with that, the province proactively has plans to respond to natural disasters and climate change, focusing on improving the quality of forecasting and warning of natural disasters; promptly overcoming the consequences of natural disasters, minimizing the impact on people's lives and the activities of production and business establishments in the area.
The Provincial People's Committee has also issued the Project "Improving the urban drainage system towards sustainability, adapting to climate change for Vinh Yen city in the period of 2021-2025, with a vision to 2030". At the same time, focusing on implementing research, application and transfer of scientific and technological advances to promote the improvement and enhancement of the Provincial Green Index (PGI), including 2 projects at the Ministry of Science and Technology (MOST) level under the Program to support the application and transfer of scientific and technological advances to promote socio-economic development in rural, mountainous and ethnic minority areas in the period of 2016-2025.
Regularly guide and support units in confirming registration for state inspection of goods quality, notifying the results of imported goods quality inspection and notifying the receipt of conformity declaration dossiers for imported goods in general, especially new technology goods, sustainable and highly resistant to climate change to create conditions for products to be available on the market soon.
At 9 industrial parks operating in the province, 7 industrial parks have technical infrastructure that meets environmental protection requirements and have built centralized wastewater treatment systems with a total design capacity of 41,500m3/day and night.
The police force has regularly and promptly carried out the fight against environmental crimes; thereby, detecting and promptly handling violations of environmental protection according to regulations.
Up to now, the province has invested in installing 6 automatic environmental monitoring stations; including 3 air monitoring stations. At the same time, it has invested in enhancing the capacity of environmental monitoring and analysis equipment, improving the qualifications and capacity of staff performing environmental monitoring tasks, continuing to invest in expanding automatic monitoring stations and building a management mechanism for operating monitoring systems to meet the increasing requirements of state management of environmental protection.
In addition, currently, large waste source owners have installed and connected automatic environmental monitoring data of wastewater and emissions to the Department of Agriculture and Environment for monitoring and supervision according to the provisions of law.
Based on the Project on development of construction materials in Vinh Phuc province for the period 2021-2030, with a vision to 2050, the province regularly disseminates and guides construction material production units in the area to switch to using new production technologies as well as research and produce green, environmentally friendly materials with high resistance to climate change.
Accordingly, the Department of Construction organized the selection of operating units to exploit 9 public passenger transport routes by bus; the bus routes put into operation contribute to reducing personal vehicles and controlling emissions from road motor vehicles.
To minimize environmental pollution, mitigate the negative impacts of natural disasters and climate change on people's lives, production and business activities in the province, the Provincial People's Committee requests the Department of Agriculture and Environment to continue to diversify forms of dissemination and propaganda to raise awareness of all levels, sectors, people and businesses about the significance of the Green Index in efforts to improve the investment and business environment, sustainable economic development of the province in the coming time; regulations in the Law on Environmental Protection, circular economy; environmentally friendly products and services for businesses; classify household waste at source and limit the use of hard-to-decompose plastic bags, single-use plastic products, towards a sustainable and smart consumer society.
Improve the quality of environmental impact assessment report appraisal and environmental licensing for projects and facilities under the authority of the Provincial People's Committee or the Ministry of Agriculture and Environment.
Strengthen and improve the quality of inspection and supervision of compliance with environmental protection laws for facilities showing signs of violations, having large sources of emissions and having a high risk of causing environmental pollution.
