The Tax Department requires tax officials to clearly understand tax laws and policies, tax management databases, and the goals, requirements , and solutions for converting tax management models and methods for business households when eliminating lump-sum tax in order to be able to guide and support business households when converting tax management methods.
Develop Q&A handbooks and information leaflets to be distributed directly to taxpayers; organize training sessions, short thematic guides, and dialogue conferences with concise, easy-to-understand content for older business households who have difficulty accessing policy and legal information and are not yet proficient in using technology applications. At the same time, promote the implementation of online propaganda forms, exchange information via social networking platforms (Facebook, Zalo, etc.) with the content of creating videos , infographics, electronic handbooks with QR codes attached to guidance documents on tax declaration and payment.
At the same time, the Ministry of Industry and Trade collects and synthesizes difficulties of business households to develop practical support contents; Organizes dialogues to answer, guide, and promptly remove difficulties and problems for business households when converting tax declaration methods.
Support is implemented in many forms such as: short training courses, dialogue conferences, video production, instruction documents, infographics, Q&A handbooks, leaflets, electronic tax handbooks... combined with the application of modern technology (AI, chatbot) to ensure that business households' questions are answered immediately according to the "customer care" model.
Develop and implement appropriate compliance support content for each group of business households, for example: support programs for business households by industry group (food and beverage, transportation, etc.); support programs for business households by scale/revenue threshold; support programs for business households by location (in rural areas, mountainous areas, etc.);….
Establish and maintain hotlines to provide timely support and receive feedback from businesses.
The Tax Department will build an electronic portal for business households and individual businesses so that business households can experience tax declaration and payment operations, and interact and become familiar with the electronic tax system.
The Tax Department will also mobilize members and volunteers to provide on-site guidance to business households on the streets, markets or at branch meetings. In particular, the Youth Union is the core force in guiding, installing and using Etax Mobile, electronic tax declaration, using cash registers and issuing electronic invoices, etc.; Business and industry associations, etc. will accompany the tax authority in organizing the model of "base tax consulting team", "mobile consulting point" to directly support each group of business households.
Tax authorities will play a connecting role between business households and providers of technology solutions, accounting software, electronic invoices, as well as relevant competent state management agencies, in order to promptly resolve technical difficulties, and have support policies on equipment and service costs for business households in the initial implementation phase (such as support for cash registers, invoice printers, connection service fees, etc.).
