On the afternoon of April 17, the Propaganda and Mass Mobilization Department of the City Party Committee and the Department of Culture and Sports of Ho Chi Minh City held a press conference to provide information on socio -economic issues in the city.

At the press conference, a reporter from Nguoi Lao Dong Newspaper asked the Director of the Ho Chi Minh City Department of Home Affairs about the merger of three provinces: Ho Chi Minh City, Binh Duong and Ba Ria - Vung Tau.

Specifically, currently, cadres, civil servants and public employees of Ho Chi Minh City are entitled to additional income according to Resolution 98/2023 of the National Assembly . So, when merging, will cadres, civil servants and public employees of the two provinces of Binh Duong and Ba Ria-Vung Tau be entitled to additional income?

Director of the Ho Chi Minh City Department of Home Affairs Vo Ngoc Quoc Thuan said that this issue will be consulted with the Standing Committee of the Ho Chi Minh City Party Committee.

Previously, at the 39th conference (special conference), the Ho Chi Minh City Party Committee unanimously approved the draft Project to arrange and merge provincial-level administrative units.

In this project, the city proposed that the Central Government consider and approve the continued implementation of Resolution 98/2023 on piloting specific development mechanisms and policies applicable to Ho Chi Minh City after the arrangement and merger of provincial-level administrative units, extending the implementation period until the end of 2030.

According to the Director of the Department of Home Affairs, it is expected that Ho Chi Minh City will reduce from 273 communes, wards and towns to 102 wards and communes.

Binh Duong province plans to reduce the number of wards, communes and towns from 91 to 36; Ba Ria - Vung Tau province plans to reduce the number of wards, communes and towns from 77 to 30.

After the arrangement of Ho Chi Minh City, Binh Duong, Ba Ria - Vung Tau, the new Ho Chi Minh City will have 168 basic administrative units (wards, communes, special zones).

According to regulations, each commune-level administrative unit has 60 positions, of which the government has 32 positions and the party and mass organizations have 28 positions.

"Last week, the Organizing Committee of the City Party Committee, the Provincial Party Committee, and the Department of Home Affairs of the three localities sat down and agreed on many issues. In particular, the three provinces and cities established a steering committee and a working group to help arrange administrative units and resolve issues of border overlap," Mr. Vo Ngoc Quoc Thuan informed.

Ho Chi Minh City, Binh Duong, and Ba Ria - Vung Tau have also agreed on the names of 168 administrative units of wards and communes to avoid duplication. In addition, the new map of Ho Chi Minh City after the merger has also been agreed upon to be submitted to the Ministry of Home Affairs and the National Assembly Standing Committee before the National Assembly decides to approve it.

Ho Chi Minh City, Binh Duong, and Ba Ria Vung Tau also coordinated, exchanged information, and connected in developing the content of the project to rearrange provincial administrative units, proposed plans to use public assets, and arranged administrative headquarters and human resources.

The political and administrative headquarters of the new administrative unit will be located in Ho Chi Minh City and have two more facilities in Binh Duong and Ba Ria - Vung Tau provinces. Specifically, the administrative and political center of Ho Chi Minh City: 86 Le Thanh Ton, District 1; Binh Duong Provincial Administrative Center, Le Loi Street, Hoa Phu Ward, Thu Dau Mot City (facility 2); Ba Ria - Vung Tau Provincial Administrative Center, No. 01 Pham Van Dong Street, Phuoc Trung Ward, Ba Ria City (facility 3).

This is to stabilize the apparatus in the initial period of arrangement. Then, during the implementation process, the agencies will study and propose suitable solutions.
